Defy it.

With extreme prejudice…

A tip of the hat is owed to Dr. Lawrence Rosenberg, head of the prestigious Montreal Jewish General Hospital, for firing the opening salvo in the people’s defiance of Bill 60, the proposed charter on state secularism in Québec.

Among other things the bill stipulates all public-sector employees would be banned from ‘ostentatious displays of religion’ including wearing a yarmulke, hijab or turban while on the job. The ubiquitous displays of Catholicism in every conceivable aspect of daily life in Québec gets to stay as these are deemed to be of ‘historical and cultural value’, though apparently, the historical and cultural value of our ethno-cultural minorities constitute some kind of threat to middle-class, mainstream Québécois society. This means the large glow-in-the-dark cross atop Mount Royal, inasmuch as the crucifix behind the speaker’s chair in the National Assembly, will not be removed, but some Sikh surgeon will have to remove his turban if he wants to keep his job.

I’m an atheist, a socialist and a progressive. But I’m also a libertarian, though not in any contemporary American sense. I believe an individual ought to be free from religious persecution, insofar as their religious practice neither harms themselves, their relations or their community, nor places an inconvenience on the society at large. This thought is not my own – from my understanding this is the law of the land. Freedom from religious persecution is in the Charter of Rights and Responsibilities.

I’m with Tom Mulcair on this one, the proposed Bill-60 is nothing but politically-motivated, state-sponsored discrimination.

I believe an argument can be made in which it is in the state’s interest to propose a dress code in the public service, especially in the domains of health and education. Certain religious garments, such as the niqab or burqa, would present an inconvenience to the public interest – the face is covered, and it’s as simple as that. These kinds of face coverings present an unnecessary communication barrier; it’s completely impractical throughout the entirety of the public service.

But let’s put this aside for a moment and ask ourselves a question – is it even worth formalizing such an objection of these particular garments? How many Muslim Québécoises who wear these particular garments are actually applying to the provincial civil service each year? Do we have to make fundamental alterations to our province’s legal and political foundations or can this simply be an edit to some kind of internal HR manual?

It reminds me of Herouxville passing laws against women being stoned to death or burned with acid. It was an amazingly insane instance of unencumbered small-town ‘multi-culturalism panic’.

Correct me if I’m wrong, but is this not already covered by the Criminal Code? Do we not have laws against murder and assault? And do we not already have a secular judiciary, one that is blind to religious consideration so as to liberate the state from such an incumbrance?

This kind of panicky, irrational fear was unfortunately poorly articulated by none other than Québec uber-vedette Celine Dion. As Jack Jedwab of the Association for Canadian Studies points out, her concerns that she thinks justifies the charter’s implementation are ludicrous – no one’s taking down any goddam Christmas trees. Ms. Dion’s comments are a perfect representation of the kind of misguided thinking that has become troublingly prevalent amongst an a swath of the Québécois middle-class (though it’s by no means a Québec phenomenon; you could make the argument that Québec is following France’s example too closely, and that both share similarities with a host of xenophobic laws passed throughout the United States in the past decade).

The bill is hypocritical to the core and is, in essence, a method by which the PQ can sew its values into the provincial political fabric at a moment when a referendum is out of the question and the grip on power tenuous at best. The PQ knows it has an election somewhere on the horizon and as long as its economic record remains what it is – which is shitty – the Québec Liberals have a real shot at regaining power at some point in the next six months. Since the Marois government can’t do much else it is going into a perpetual campaign mode, and Bill 60 is their attempt to shore up their political base. They’ve spun it every which way – it’s pro-women, it’s modernizing – but it’s also, fundamentally, unfair and its unnecessary, punitive implications are too large to ignore.

The grim reality is that if this bill goes into law, a great many people, almost all of whom live and work in the Greater Montreal region, are suddenly going to find themselves in a position in which they have to choose between their jobs and their faith; religious minorities will be officially persecuted in the province of Québec. And who will bare the brunt of this new legislation? Why women of course; thousands of working moms who live in Montreal. Here’s a fantastic argument by Anne-France Goldwater as to why this so-called charter of values is a blatant attack on working first-generation Québécoises, a state-sponsored attempt to deny recent-immigrants access to the lucrative pool of civil service and public sector jobs.

In Québec’s political context Montreal is a prize and power base for one party and a liability, an inconvenience for another. Multiculturalism works in Montreal, and I would argue it evolves into a special kind of interculturalism all on its own, without government interference. But this flies in the face of the PQ stands for, and their vision of Québec. The PQ views itself as Québec incarnate, in much the same way that Tea Party Republicans view themselves as ‘real Americans’, and both are using the same fundamental tactic to achieve diverse goals – they define terms and tone first. The PQ has been doing this for years; Bill 101 established that there was a threat to the French language and culture in Québec and the bill was the response to it. Today it’s a fundamental component of our laws and most accept that this is the case, regardless that current statistical and demographic information is telling us the complete opposite.

Much like its linguistic forebear, Bill 60 places economic and socio-political limitations on minority populations. It is a ghettoization measure, and may result, much like the ‘Anglo Exodus’ of a generation ago, in a minority exodus of a kind.

So how do we, the free-thinking, address such Draconian laws?

We must defy them.

Director General of the hospital, Dr. Lawrence Rosenberg put it best “Since the bill is inherently prejudicial, there is no point in taking advantage of any clause that would grant us temporary, short-term relief” when referring to five-year implementation delays specifically designed for institutions such as the Jewish.

He went on to say that if the bill ever becomes law, the hospital will simply ignore it outright.

Right on.

What should we do with this building?

I ask what we should do because I believe this building, like all public and institutional space, belongs to the citizenry, and not the government or any of its ministries. The government exists for and by the people, and thus, because it is the people’s taxes which pay for the construction and operation of hospitals and schools (to say nothing of the operation of the government in and of itself) it should be the people who get to decide what we do with institutional space once it’s determined the facilities are no longer ideally suited to their original purpose(s). In the case of the Montreal Children’s Hospital, it is slated to leave this building for the greener pastures of the MUHC Superhospital in 2015, a project I’ve derided at some length.

So what will become of the building that once housed the Children’s?

Most likely it will be sold off to private real estate developers and either be demolished or converted into condominiums. It’s also possible (though not probable) that the building be demolished for the purposes of a new office tower or (god forbid) a shopping mall.

Of course, in all of these cases, the people lose vital institutional space, and lose their investment and ownership of the land and its buildings. We paid for it, but government gets to decide what happens to it, and apparently privatisation is on the table.

In my opinion there’s a far greater need for institutional space than new sites for condo development, and it just so happens that this particular part of the city – Shaughnessy Village – already has several other sites slightly more ideally suited for medium-height condominium projects (again, assuming our local real estate market could even handle more).

Above you can see the area in question. The Children’s and Cabot Square are outlined in blue. Places where we’re likely to see demolitions for new construction (or where it’s already occurred) are outlined in red. The yellow arrow points to an existing RÉSO tunnel linking Place Alexis-Nihon, Dawson College, Westmount Square and Atwater Métro station with Cabot Square, the green arrow points to a potential RÉSO tunnel linking the aforementioned with the Forum and pointing to what is now the Seville Condominium project, and the purple arrow demonstrates how another tunnel could link the Children’s to the rest of the Underground City. This would allow someone to ‘warmcut’ from tony Greene Avenue in Westmount to within two blocks of the Canadian Centre for Architecture and its sculpture garden. Not too shabby.

But what could we use the Children’s for?

In all likelihood the Montreal General Hospital, located just up the street, will remain open and fully operational once the MUHC Superhospital comes online in 2015. I think parts of the Vic or some other slated-to-close-hospital might have to stay open as well simply because the Superhospital likely won’t have sufficient beds to replace all the hospitals it’s intended to. But I have a feeling the Children’s won’t be one kept open. From what I’ve heard, it would require a significant renovation in order to continue being useful, regardless of future functions.

If we were to look beyond continuing to use the Children’s as a hospital, what other functions could it serve?

A long-term care facility?
Subsidized housing?
Old age home?
The greatest daycare of all time?

Or perhaps as a school?

I think the Children’s might be a very interesting location for a rather large public school. Ideally, it would be an experimental joint venture between the CSDM and EMSB, a bilingual immersion school serving grades K-11. The Children’s is big enough it could easily facilitate such a school, and considering the downtown’s near total lack of public schools (FACE and Westmount High are the only public schools I can think of that are actually in the ‘downtown’) and the city’s stated goal of encouraging more families to move into the city, it makes sense to me that Children’s might be repurposed into such a role. Far better to recycle something already standing than start from scratch.

The principle drawback however, is the lack of green space. The hospital occupies a large block bounded by (clockwise) Lambert-Closse to the east, René-Lévesque, Atwater and Tupper. I think it would be worthwhile to examine the feasibility of removing Tupper Street and reclaiming that space as part of Cabot Square (which would allow the square to grow by about a third) and relocate bus stops located around the square to a single location, outlined in black in the aerial view above. If I’m not mistaken there was once an STM bus terminus located here. A single terminus, ideally heated and hooked up to the Underground City by means of a tunnel, would be ideal compared to the current wide distribution of unheated, piss-drenched glass boxes underserving STM user’s needs. As part of the former Children’s renovation, an entrance on this side would aesthetically link the building to the square and should be considered. Cabot Square would be renovated to be part public square and part school yard. Suffice it to say the presence of a public school in this part of town would likely serve to improve the overall mood, if not the security, cleanliness and upkeep. Necessity would quickly make this one of the safest parts of the city to live and work in.

Though there’s no way a school here would have the green space of a suburban school, this shouldn’t bar us from considering the possibility. After all, other urban schools manage with limited access to green space by securing access to public recreation space and sporting facilities. Playgrounds could also just as easily be installed on the hospital’s ample rooftops.

This would not be a simple project; the Children’s and the public spaces around it would require a significant renovation and transformation, and an entirely new kind of school would need to be created, one that may test the abilities of our two largest school boards and the political will of the provincial government. And this is saying nothing of the lobbying that would be required to accomplish such a large undertaking.

But would it be worth it?

I honestly think so. It would provide a major incentive for families to to move back into the city, keep institutional space in the hands of the people, serve the public good and help kickstart a broad renaissance in a somewhat overlooked and run-down part of the city. Embarking on such a project would legitimately stimulate new residential construction, perhaps finally providing sufficient justification for new family-oriented condo towers. The areas outlined in red would likely be redeveloped very quickly, and the centrality of the location would make this an ideal public school for urban, working families.

In any event, just something to think about. What do you think should happen? What would you like to see here?

Student Activists: A New Source of Revenue for the Montréal Police

Welcome to Montréal, Québec – where civil disobedience has been turned into a revenue generator for the city’s police department.

Using an unethical and possibly illegal method called ‘kettling’, Montréal Police gather around a gathering and slowly process all the people there, issuing fines they may or may not collect. Assuming everyone pays up, the estimate is Montréal’s police made nearly $180,000 last night. I call this method unethical because it is specifically designed to prevent people from being able to get away.

Or disperse as police so often request.

As you can see by this video, police have a total advantage against the protesters, one of whom decided to bring his guitar.

Or perhaps he was simply in the wrong place at the wrong time.

That would be anywhere within fifty feet of an SPVM constable at any time of the day; our boys and girls in black and blue will gladly break into your home and throw you down the stairs (say if they think you might be drunk, as an example). Or if you live in the Plateau, or wear black, or happen to be a minority. Whichever’s most convenient.

And most terrifying of all, this is all happening with the full consent of those who both run the city of Montréal, its police force, as well as the government of Québec, currently managed by the insufferable gasbag wannabe country-destroyer Pauline Marois.

A woman who was praised but months ago for finally bringing a woman’s touch to the old boys club of provincial politics. No more paternalist, police-heavy practices! she said while awkwardly clanging pots and pans. We all thought, at the very least, she’d do the right thing, find other methods of funding our universities and kill the bills that have so infringed on our federally protected right to freedom of assembly and conscience.

But I suppose therein lies the problem; if you don’t want to be a part of Canada, you’ll likely be disinclined from appealing to your federal government for assistance (not that it would happen, though at least our MPs could make a stink in Ottawa, coordinate class-action lawsuits against the SPVM for criminal violation of individual rights etc etc.)

Marois knows these students voted for her back in September, but despite this has decided not to pressure the city of Montréal nor the SPVM to cease this obscene and vile practice.

Unless the money collected is being used to fund higher education in Québec.

At which point she’d be an evil super-genius of epic cartoon proportions.

That would be preferable to our current state.

That of being an international joke and national embarrassment.

Where the hell is the leadership in this province, this city?

Who defends the interests of the people from the abuse as we see above?

There are other non-violent means of executing social and political change, outside the realm of non-violent (though for the time being illegal) protests and demonstrations. Organization would be a good place to start, and how Montréal’s activists vote this coming Autumn (i.e., whether they vote en masse for someone who will repeal P6 and kick pathologically abusive police constables to the curb) will be a demonstration of whether grassroots political organization truly extends beyond the all-to-often party atmosphere of public protest in our city.

Il faut que ça change.

Review: C’est Moi, C’est Chocolat!

Passed by Theatre Sainte Catherine to catch the opening night of Andrew Searles‘ headline show C’est moi! C’est Chocolat! after a long and trying week at work; I was in need of some comic relief and Andrew certainly did not disappoint.

I’ve known Andrew at least since 2000 as we went to the same high school in Pierrefonds; if I recall correctly we became friends during the production of Riverdale High School’s rendition of West Side Story – I was a Jet and he was a Shark and I think we shared all of a dozen words of dialogue in the entire show.

Andrew was a naturally-gifted comic all those years ago, keeping us in stitches behind the scenes as we dealt with the overbearing drama queen extraordinaire who directed the show.

A few years later I found myself regularly attending open mic nights at diverse local comedy clubs as he was just breaking out onto the local scene. Andrew was also a regular at the insular country club in Sainte-Anne-de-Bellevue where we found ourselves attending CEGEP, opening for the many local comedians who would come perform at the Agora for all those students so eagerly skipping class.

It’s curious now looking back, John Abbott has always been a preferred local filming location as either a typical American high school or rural college setting – I wonder if the sight of all those trailers didn’t subconsciously encourage students there to perform – as a school it’s turned out a lot of local artistic talent. In any event, hard to believe that was all ten years ago.

Ten years of dedicated work has its payoffs – the show was sold out and packed with fans, not bad for a guy from Pierrefonds. Here’s a bit of Andrew performing in Ottawa a couple years back.

Opening acts included Guido Cocomello and Rodney Ramsay, with host Franco Taddeo. I had a bit of fun with the host when he asked if there were any Francophones in the room, to which I responded with a bien niaiseux Ouay! As he had immediately prior been ribbing some guy in the front row whose name was Martin (who I suppose had strong enough French Canadian features so as to compel the host to label him token Francophone in an otherwise culturally diverse though predominantly Anglophone audience), when he asked my name I responded with a properly regional pronunciation of Martin. Got a good laugh, but as always, you had to be there.

Politics, society, culture, race, religion – everything pertinent was discussed. It’s good fodder for comedians, as there’s just so much absurdity, contradiction and idiocy to report on. Sometimes I feel the service best rendered by comedians is to simply report all the crazy, ridiculous shit we deal with on a daily basis. All four comedians did just that, rather expertly too, last night.

Theatre Sainte Catherine is located just west of Saint-Denis along one of several stretches of Sainte Catherine’s Street where the various linear poles of attraction and gentrification have yet to meet and interface, and as such retains some of the character we once associated with The Main. Close as it is to Berri-UQAM, speaking openly in English, to my surprise, elicited the attention of those walking past – no words exchanged but glances nonetheless. That said, during intermission as I was enjoying a puff outside, the biggest, scariest looking bouncer I’ve ever seen walked right up to me and politely asked my for directions (in English) to a club just down the block. He was a close-talker with a Christian Bale-era Batman voice. He nodded casually at two prostitutes who walked by.

Earlier, as I exited the public-transit Ellis Island Métro hub up the block I remarked on the fascinating juxtaposition unfolding before me, of well-dressed red-squared UQAM students passing down the corridors lined with well-appointed shop windows, buskers tuning acoustic guitars and a pants-less, underwear-less homeless man pulling his knees under an extra-wide shirt, babbling incoherently to himself.

It occurred to me – we haven’t lost our red light district at all – it just moved East. Our city’s two-fisted-rialto survives unscathed.

What can I say – it’s a good spot for a comedy show. I saw Sugar Sammy at Olympia a little while back in the same neck-of-the-woods (and on that note, Olympia is an excellent venue – highly recommended). An exciting part of town, but one where you keep your guard up. Not a place to stop and gawk.

The small venue was filled with transplanted suburbanites, friends and acquaintances from high school, now grown-up, modern Montrealers, mixed, mulatto, Métis – a racial, linguistic and cultural gray-scale of integration that permitted comedians who, despite vastly different backgrounds, could entertain an equally diverse audience with satire and parody that easily, deftly, transcended the barriers largely being erased within our own community. The Montreal brand of racial humour seems to have more to do with pointing out (even if obliquely) our similarities rather than differences, or at least reminding us of how differences are truly no more than skin deep, and that making a big deal about how different you are, why you and your people might deserve special treatment, simply isn’t cool.

As you might imagine, Pauline Marois was the public enemy number one of the night.

It quickly became apparent this theatre was filled with ardent federalists and committed Anglo-Québécois, a new generation that learned French and knows where their home is.

As host Franco Taddeo put it, “this show features two Blacks and two Italians, throw in a Jew and the OQLF would shut this down in a heartbeat.”

Though contemporary Québec politics and society were the favoured topics of the night, the show was ultimately wide-ranging, with reflections on the oddball demands of significant others, snotty children and their oblivious parents and why the Pope has the most boss funeral.

One of Andrew’s fortes as a comedian is spot-on impressions of the various peoples of the Caribbean (he himself is of joint Barbadian-Jamaican ancestry); his Caribbean Space Agency skit made my facial muscles hurt, his bit about how unintended sexual innuendo as a result of his mother’s broken English was one of the highlights of the night; quite nearly brought the house down.

Also of note Rodney Ramsay, another Riverdale alum, closed his opening set with a ditty where he read Craigslist casual encounters personals. Gut bustingly funny, though I really hope he was embellishing. Rodney also got on the anti-OQLF bandwagon with a series on ‘language cops’, which you can see here:

All told – highly recommended, a lot of talent in a fascinating, exciting part of town. Shows tonight and tomorrow, see it if you can and buy tickets online as these shows are anticipated to sell out very quickly.

An Incomprehensible Display of Political Incompetence: Amir Khadir Must Resign

Earlier today perennial last-place contestant Québec Solidaire issued a statement pertaining to the death of the convicted terrorist, felon and murderer Paul Rose.

Further still, MNA Amir Khadir insinuated that he will table a motion before the National Assembly that something be done to recognize Rose’s efforts – as an activist and militant separatist, Rose was also involved in several parties that would eventually become Québec Solidaire, a party I once honeslty thought I’d support. According to Khadir, it’s all about paying tribute to those who helped shape Québec’s identity and history.

Right – this sounds curiously similar to Southerners who parade around Klan memorabilia and Confederate flags as innocent tokens of ‘a spirit of independence’.

The FLQ, a terrorist organization that sought to secure Québec independence through armed insurrection, bombings, robberies, kidnappings and, eventually the murder of Pierre Laporte, has been given a similar treatment by modern day separatists, so fuelled by piss-poor revisionist history they refuse to put the issue plainly.

Too many times they have asserted that Laporte simply died, that his kidnapping and beatings at the hands of a gang of illiterate thugs had no impact on his demise, that he suffocated on his own crucifix, that he had tried to escape and got cut up so badly he bled out.

And now Québec Solidaire is going a step further in what can only be described as the worst kind of political opportunism, seeking to pick up a little more support at the expense of the vastly unpopular Parti Québécois.

As if it wasn’t bad enough that Québec Solidaire would call for tributes for a man convicted of murder, there’s the bigger issue in that QS is by extension advocating violence as a legitimate method of either forcing a political issue to the fore or of accomplishing a political goal of one kind or another.

Does it give anyone else the willies QS polled so high amongst student activists? The very same militant students, in fact, who refuse to negotiate and who are equally unwilling to even try and keep their ranks calm during their monthly protest marches.

What shall we do as a society when the next FLQ rears its ugly head? Will Amir Khadir be responsible for a kidnapped education minister?

I’m a combination of too tired and too mortified to make much sense here. I honestly cannot believe any self-respecting individual, a doctor and father no less, could possibly have anything positive to say about this horrible man. For the record, I believe in rehabilitation, and I’m more than willing to accept that people can change fort he better. But that requires remorse, something Paul Rose never showed.

We should remind ourselves that René Lévesque set the stage for peaceful political negotiations by coming out, during the height of the October Crisis, and joining his arch-rival Pierre Trudeau in savagely denouncing the FLQ for what it was – a group of uneducated schmucks, petty criminals, who killed and maimed janitors, maids, night watchmen and other working class types before finally killing Laporte. Lévesque made his point clear – he didn’t want to lead a new country if that country couldn’t come into existence without violence. He set a high moral standard most of Québec society agreed with.

After all, Laporte may not have been the most popular politician according to the fringe separatist/anarcho-syndicalist/Marxist-Leninist types who composed the FLQ back in 1970, but he didn’t deserve to die in such a way.

When they kidnapped him from outside his modest suburban home, he was playing football with his adopted son. Paul Rose organized the Chenier Cell’s kidnapping operation.

What a monster eh?

I wonder if Mr. Khadir has ever feared being kidnapped by political extremists while enjoying quality time with his children? I shouldn’t think so.

Politicians and activists get kidnapped and killed in his native Iran. He moved here the year after the October Crisis, so perhaps we should give him the benefit of the doubt – politicians aren’t typically terribly knowledgeable about e=historical events, even if they were alive while they happened. Fuzzy memories…

I’m calling on Mr. Khadir to renounce violence as a means to achieve political goals and resign, immediately. Obviously there’s little hope he’ll do the right thing, but what the hell – it needs to be said, he has no right to represent any Québécois.

It’s grossly hypocritical, inconsistent and so devoid of logic, rational thinking or even a basic understanding of Québec social and cultural norms you’d think these statements came from a recent Republican immigrant from the most inbred counties of West Virginia.

But no, Mr. Khadir is a self-styled progressive, doctor, and seems to be interested in running an independent country. This is what an apparently educated man thinks.

I’m at a total loss. People wonder why I have no interest in being a politician…
