Nattering Nabobs of Negativism*

Michael Sabia can’t catch a break.

First he faced opposition for even being considered for the role of CEO of the Caisse de dépôt et placement du Québec (CDPQ) back in 2009. It was quickly pointed out that an English-speaking Canadian, born in Hamilton, would become the head of the Caisse, the institutional investor that manages a portfolio of public and para-public pensions in Quebec, arguably one of the province’s greatest economic accomplishments. Seven years ago, former premier Bernard Landry was concerned Sabia would bring in unwanted “Canadian national culture” (whatever that means) and poison the well of the cornerstone of Québec, Inc.

And how!

Under Sabia’s leadership, the Caisse has grown considerably since losing $40 billion in 2008. At the beginning of this year, it managed net assets of $248 billion.

Now the Caisse’s leader wants to invest in public transit development in Montreal, proposing the single largest transit development project since the first iteration of the Métro was built fifty years ago, not to mention the prospect of 7,500 jobs created over the next four years. If everything works out, within four years a vast geographic area within Greater Montreal will have access to a twenty-nine station mass transit system connecting the urban core with Brossard, Deux-Montagnes, Sainte-Anne-de-Bellevue and the airport.

And we’ll likely be riding in automated trains built by Bombardier.

Nonetheless, Pierre-Karl Péladeau, among others, is concerned the new system ignores the central and eastern parts of the city. The Parti Québécois leader undoubtedly wants some kind of commitment to the long-planned Blue Line extension towards Anjou, as the PQ got the ball rolling on studies for this long-planned extension with much fanfare back in 2012.

But let’s be real for a moment: all of Greater Montreal has been neglected vis-a-vis public transit development for quite some time, and it’s entirely a consequence of the unending public transit ping-pong match between competing parties and levels of government. The Caisse’s plan is ambitious, but right now is no more real than the Blue Line, the Azur (still haven’t rid it despite near daily Orange Line use… it’s a ghost) or a catapult to the Moon.

It’s completely unreasonable to suppose any part of the much-discussed light rail system proposed Friday is in any way, shape or form politically-motivated.

If anything, the proposed light rail system seems motivated chiefly by keeping costs comparatively low. The plan, if realized, will use existing, automated technology (likely the Bombardier Innovia Metro design) on track largely already owned by the Agence Métropolitain de Transport. The provincial public pension investor has proposed a five and half billion dollar public transit expansion project, the single most audacious plan seen in Montreal in fifty years, and is volunteering $3 billion to kickstart the program.

And this is precisely what we want the CDPQ to do: invest our pensions in necessary mega-projects that will create local jobs, employ local expertise, and are based on prior recent successes so as to guarantee a strong return on investment. The CDPQ is one of the financiers of Vancouver’s Canada Line, a light rail line that connects the city’s downtown with Richmond and the airport, opened in time for the 2010 Winter Games.

So they’ve done this before and it works, and Sabia’s recent success at the helm of the CDPQ gives us reason to be hopeful this proposal will succeed.

If the full version of the project is realized by 2020, Michael Sabia and the Caisse will have managed to out-do the comparative light-speed pace of the construction of the first iteration of the Métro, and a vast swath of Greater Montreal could be served by this system within four years.

Though the proposal does not include branches towards the eastern sectors of the metropolitan city, the sheer number of people this system could conceivably serve would be so great there would ultimately be a net benefit to all sectors of the metro region by virtue of fewer cars on our roadways and highways on a day to day basis.

Crucially, given the expected use of existing railway infrastructure, it’s entirely conceivable this system could be expanded to all corners of Greater Montreal. Moreover, light rail systems (such as this one) can share the track with larger heavy rail, such as the AMT’s current commuter train network. Either the Caisse’s LRT will gradually replace the AMT network, or they’ll share the track and compliment one another.

Either way, if this system is fully realized, we all get to breathe a little easier, and congestion becomes less of a problem.

But herein lies the rub: though the CDPQ’s plan is ambitious and headed in the right direction (both in terms of how it will be financed and what parts of the city it will connect), it needs to be integrated into the rest of the city’s mass transit systems from the get-go.

I was very happy to see that the Caisse has indicated a desire to do so in that they listed two potential stations (Edouard-Montpetit and McGill) that would allow the light rail system to connect directly to the Blue and Green lines of the Métro. This not only makes the LRT system more useful and accessible generally-speaking, it would also permit the Blue Line to connect more or less directly to the urban core, long the line’s major handicap.

I’ve always been in favour of extending the Blue Line to Anjou if the line is first connected, by means of the Mount Royal Tunnel, to the city centre, as this will help get that line’s ridership up to where it ought to be. As it is, it’s the least used line in the Métro network. There’s no sense extending it if the root cause of its underperformance isn’t addressed first.

So if I could make a very strong suggestion to the Caisse it is this: work with the STM and AMT and ensure the whole plan illustrated above is realized as the first phase, and seek the greatest possible degree of integration with the extant Métro and commuter rail network. In this way, and perhaps only this way, will they quickly recoup their investment and lay the foundation for the Blue Line’s eventual extension.

I really can’t imagine it working out in any other way.

I’m oddly hopeful politics will not rear its ugly head and screw up this plan, as I’m convinced we can’t afford to wait much longer and that it would ultimately prove exceptionally useful in accomplishing what should be a clear goal for our city: get cars off the road and increase daily mass transit system usage. I find the Caisse’s plan very encouraging, despite my near endemic cynicism and the ample proof we’re not very good getting things built or delivered on-time.

But who knows, maybe things change.

Or maybe once in a while it takes an outsider to get us back on track.

Initially I wanted to write about how this proposed system will work in the broader scheme of things, what this might mean for homeowners living in the expansive corridor to be served by this light rail system, and what kind of organizational response is needed to provide a truly world-class mass transit system at large. But given that we’re already 1300 words in, that’ll have to wait for another time.

Killed by Management, Revived by Fans?

The video above was recorded in April 2012, and features former Montreal Expos’ outfielder Warren Cromartie in a press conference, announcing the launch of the Montreal Baseball Project, something of a ‘fan-sourced’ effort to resurrect the defunct Montreal Expos baseball club.

Cromartie, also known to his adoring local fans as Cro, was a top-flight outfielder for the organization and was part of a triplet of excellent outfielders (including Andre Dawson) during the late 1970s that helped bring the club to the National League Championship in 1981. Those were very good years for Nos Amours.

Cro would later go on to become the most prominent American player in Japanese baseball history (not an easy feat – the Japanese are hardcore when it comes to baseball. He’s also jammed and befriended Canadian rock-band Rush, as he’s an accomplished drummer!). And not only that, he happens to be personally invested in bringing baseball back to Montreal, ideally as an MLB franchise. This is good news for local fans of the club, which was transferred to Washington D.C. (to be rechristened the Nationals) in 2004 after a multi-year slide into low attendance, dismal performance and a go-nowhere downtown ballpark project.

Bad press and bad management killed a highly competitive team that had entertained multiple generations of Montrealers; not ten years prior to their dissolution the team was positioned to make a pennant run, though the season and the city’s aspirations were cancelled by a strike. The 1994 Montreal Expos season was significant in that the Expos had the best team record in the entire league and had further sent five players to that year’s All-Star Game. It’s a bitter memory for die hard fans of the club, like the estimated 1,000 members of ‘Expos Nation’ who recently travelled to Toronto decked out in the Expos’ iconic colours and logo. Though ostensibly there to watch a Blue Jays game, they seemed more interested in making a case to MLB management – we want a team.

Now this is a nice idea, but how feasible is it?

And how do these social-media organized, fan-driven initiatives position a return of major league baseball to be as beneficial as possible not only to their own interest of having a local baseball franchise but to the city as well? Because ultimately the case has to be made to a wide spectrum of potentially interested parties at multiple levels (in sum, bringing the MLB to Montreal would require the city just to get all the pieces organized), and further still, we should be mindful of how we approach MLB higher-management.

That is, we cannot go hat-in-hand begging for a ball club.

Rather, I’d argue the best way to capitalize on current public sentiment towards the Expos is to be first to the finish line with a well-conceived business plan, because ultimately the Expos are a business and, if they work well, will subsequently begin generating revenue in this city in many indirect ways – namely through local small business stimulus, tourism stimulus and all the money generated from corporate entertainment and having another major venue in our city. Neither the city nor potential investors will pursue an idea that only extends as far as a Facebook page or a website, so those interested need to actually draft a physical document, making their case and providing the numbers for how they intend to make this work.

In sum, it’s a different conversation if there’s an actual plan in play.

And I’m not altogether averse to the idea that the city becomes the proprietor not only of the club, but possibly the ballpark too. With the right brains behind the project there’s no real reason why a rejuvenated ball club couldn’t be a money-making machine for the city – like a crown corporation at a municipal level. And ownership of the venue would be a plus for the same reason, it can generate revenue to pay itself off as a location for rock concerts, trade shows and just about anything else requiring a lot of surface space.

That said, I don’t know if a city has ever ‘owned’ their own team.

But I digress. Here are a few arguments I came up with in favour of returning Montreal to the Major League.

1. We already have a fan base to build off of, not to mention a name, a brilliant logo, team colours and a host of former players and members of the management interested in helping the cause.

2. We’re directly implicated in baseball’s history and have had pro baseball clubs since the Montreal Royals were founded in 1897. Ergo, we’re not really adding anything new, but rather, Montreal is getting back something it lost. This makes for a compelling marketing angle – one that no doubt already assisted the return of professional football to our city after a ten year absence with the resurrection of the Alouettes in 1996. That we’ve resurrected one professional sports team before should not go unnoticed, it’s not an easy thing to do. And fan support helped get the Als into the enviable position they’re in today, with the CFL’s longest running playoff appearance streak of all time. Suffice it to say, the Als work; our city already has a successful model for resurrecting a pro sports team.

3. We can save (a lot) on overhead costs and start-up capital by making use of existing facilities, and as it happens, we already have a multi-use sports stadium that’s been a bit of a ghost town since the Expos left. Another parallel with the Alouettes, who successfully rehabilitated Percival Molson Stadium in the mid-1990s (one of several large-scale renovation projects to occur during the decade). Molson Stadium had trees growing in it and was generally considered to be too small and inconveniently located. Today it works just fine. We should apply the same thinking to the proposed new Expos – at least initially, in my opinion, they should play at the Big O. I think the fact that we already have a stadium is a major selling point; the Big O’s purported structural instability is nothing but idiotic rumours we foolishly perpetuate as though to glorify our perceived demise as a city – the building’s fine (gulp, I think – we’d need multiple evaluations to be 110% certain), it just needs a better retractable roof design. Either way, a roof costs a lot less than a whole new stadium, and the Big O is perfectly located, as it stands between two Métro station, fed by numerous bus lines and major thoroughfares, and is well positioned within the larger transit scheme of the metropolitan region. The success of the Montreal Impact at the adjoining Saputo Stadium is another example of why the Big O’s location is not the reason the club went defunct (I think we’ve all heard this argument before).

4. The Montreal Expos have been making money for the MLB for nearly ten years after the team’s official abandonment. How? The Montreal Expos ballcap, featuring the iconic stylized ‘M’ logo, is still one of the best-selling pieces of officially licensed MLB merchandize. Now obviously baseball hats aren’t justification enough to win back a team, but it needs to be said anyways. It’s a good sign, at the very least.

5. Baseball in Montreal boils down to one key point: it’s fundamentally about giving Americans another reason to know we exist, to know who we are. I believe the Expos were victims of a society that happened to become very uncertain of its future, and as such lost some of its ambition and drive. We got caught up in the post-1995 Referendum economic and social malaise that plagued our city until just before the economic collapse of 2008. But I truly believe this ‘loss of nerves’ to be a temporary affliction, and resurrecting an MLB franchise would be a major coup for the local business community, if not the city as a whole. It’s not easy to bring something back from the dead, after all, and brining Montreal back into this community of North American cities and citizens would undeniably facilitate trade and economic development in our city. Whether we like it or not, Montreal is directly implicated in the economies of Canada and the United States. Playing the game gives us common ground, keeps us integrated, and demonstrates ours is an economy worth investing in.

And now, counterpoints.

One of the benefits of my new pad in Saint Henri is the long wooden backyard balcony that runs the length of several row houses. As such, the balcony is ‘shared’ in a sense by a dozen or so people, making it very conducive to striking up conversations with your neighbours. I recently discussed the potential of an Expos renaissance with my neighbour from two doors down, Austin Jalilvand. Here’s the Coles Notes version of some of the intriguing points he brought up.

He made the argument that we’re looking at a billion dollar project which must include a new, ideally downtown ball park. His argument against the Big O is that it was never designed to be used as a ball park, and that while it is located within a sprawling residential area it is not conveniently located close to the people who would most likely attend games.

A new MLB franchise, like all other pro sports teams, will make most of its bank through corporate boxes and other season-ticket holders, meaning a downtown ball park, located as close to the Central Business District as possible, is more ideal than a suburban location. Now while I wouldn’t call Pie-IX and Sherbrooke suburban, it is very residential and lacks the services required of a major entertainment venue – namely hotels, restaurants and bars. That said, given how little land downtown is available for development, any new ball park would likely still not be immediately adjacent to the aforementioned services, but at the very least would be within walking distance of all the CBD has to offer. Likely locations for a downtown ballpark, according to Austin, would be south of the densest part of the city (i.e Griffintown), though he conceded the best location (and the location chosen for the abortive Labatt Park) has since been developed into ETS and a condo complex. You need to go as far south as what was once Goose Village (currently known as the Montreal Technopole, along the edge of the water and the Bonaventure Expressway) before you find a similarly large empty plot of land, and by that point the stadium would be too far removed from the city to be convenient. Building a smaller stadium on a smaller plot of land would certainly help keep the new stadium looking full, but would necessitate renovations, expansions and possibly new construction later on.

Austin then mentioned an alternative location I had never considered before – Blue Bonnets.

The location of the former Hippodrome de Montréal has a variety of advantages. For one it’s a blank slate – nothing to preserve and enough space to get very creative in terms of design and size. It’s located on the Decarie Expressway, which links highways 40, 13 and 15 with the 720, 20 and 10. It’s also across the street from one of the (currently) least used stations in the entire Métro network, meaning the station could be modified with pedestrian tunnels built under the expressway to shuttle people to and from the ballpark without much inconvenience to the larger public transit scheme. Such a renovation would doubtless make Namur station more useful. It would likely later become a public transit hub of sorts; this is a location that serves public transit needs inasmuch as being exceptionally convenient from a motorist’s vantage point, and the grounds of the Hippodrome are sufficiently large enough to permit a massive, ideally subterranean, parking garage. The advantage here being that the parking garage of a sports stadium could also serve a ‘park-n-ride’ type initiative wherein suburban motorists can also use the garage to transfer onto the city’s public transit grid. From a traffic vantage point, Blue Bonnets is an enticing option.

Then there’s the fact that Blue Bonnets is in the middle of another large residential area, though this one (according to Austin) is where the bulk of our city’s Expos fans would reside. Geographically, Blue Bonnets is across the street from Cote-des-Neiges, the densest borough in the city, and adjacent to the affluent middle class communities of Cote St. Luc, Hampstead, Montreal West, the Town of Mount Royal, not to mention NDG and Saint-Laurent. I’d like to see a demographic breakdown of local baseball (and pro sports in general) fans to see if baseball is of greater interest to Anglophones, Allophones or Francophones, as that should be taken into consideration when choosing the location.

Another major advantage of the Blue Bonnets location is the diversity of zoning around the site (unlike the Big O, which is a self-contained entity amidst a massive collection of leisure, athletic and other entertainment facilities set in a large, mostly working class residential area), coupled with the malleability of the site as it currently exists. Unlike other potential downtown locations, or the Olympic Stadium, Blue Bonnets seems to offer the widest range of possibilities in terms of stadium design and how the new facility will interact with the existing built environment.

Austin also brought up some other points – hurdles if you will – that I hadn’t considered and I think we should be mindful of. Among others, that Montreal isn’t exactly the most enticing market for an MLB player given the high taxes, not to mention they’d be required to enrol their children in a french language school (though I have a feeling there’s some kind of exemption in this case).

That said, I don’t think these are insurmountable challenges – the bigger issue is pulling together the investors and other interested parties. And if we do go the course of building a new stadium (whether as a condition of getting a team or as something we do after a few trial years at the Big O), well, that’ll be the bulk of the cost right there. At least now, in the shadow of the Charbonneau Commission, perhaps total construction costs won’t include the usual bribes, kickbacks and other elements of ‘undocumented operational inflation’ that makes any big project unbelievably expensive. Building a new stadium now could be a victory in itself if we get it up ahead of schedule and under budget, and a nice morale-boost prior to the comeback of the team. Again, good multi-level marketing and PR.

In any event, a few things worth considering I think. My interest is pretty straightforward, if we do it right, we all benefit. It’s about ending investor malaise and facilitating new business; the game itself is very secondary when compared to the boost resurrecting the Expos might provide our business community and the city’s economic situation on the whole.

One last final point (I promise).

If we were to build a downtown ballpark and didn’t mind knocking down some old commercial buildings between the Bonaventure Expressway and Old Montreal, why not build here?

The red square denotes the location of the Labatt Park project, which as you can see is now ETS and some condos. The blue square is a slightly smaller location bounded by Rue St-Maurice, Rue de Longueuil, William and Duke in the Quartier Internationale. Today it’s mostly a massive parking lot, though there are maybe a dozen century-old buildings of varying sizes, none of any particular patrimonial value (to my knowledge). It’s located between Griffintown, the Cité du Multimédia, Old Montreal and the Central Business District, and could be a central feature of the planned redevelopment of the Bonaventure Corridor as a new ‘southern entrance’ to the city. The main difficulty here would be building something that somehow manages to ‘fit’ this aesthetically diverse locale, and if possible somehow incorporating the existing buildings into the new stadium.

As far as downtown locations are concerned, I doubt we could do better. A stadium here could become a major pole of attraction, stimulating entertainment and hospitality services across a broad swath of the downtown, while further filling up ugly empty space.

Un Projet Pour Pierrefonds – Building a Bridge to Ile-Bigras

I remember a little while back the PQ announced they would not go ahead with a planned ‘urban boulevard’ along the western edge of residential development in the West Island, part of a planned route that would link highway 40 with the 440 in Laval, cutting across Ile-Bizard. Have a look at the image above and trace your finger along the grey edge of development from the 40 to the 440 and you get an idea of the scale and potential impact of such a route. Yes, it would offer a new connection between the West Island and various northern suburbs, but on a high-capacity scale where currently nothing but pastoral low-density bedroom communities exist.

Seems like overkill to me.

I breathed a sigh of relief – finally, one thing our government has done I actually agree with. Quite frankly I think we need to discourage the construction of high-capacity autoroutes, especially if they happen to cut across some of the remaining natural wilderness we still have in this city. I understand why, from a very top-down perspective it would make sense to create additional ring-roads, especially to divert highway traffic away from already congested roads. But in this case, I fear the potential for environmental degradation and endless suburban sprawl is too great. Besides which, as you can see here a bridge could more-or-less connect the 40 with the 640 with a span the Ottawa River joining Hudson with Oka, offering a far larger arc and a method to both bypass the islands, intersecting with key north-south highways further away from already jammed residential areas.

But this is off point.

Of course, there are the more practical issues to consider that may explain why this project was kiboshed – like Pauline Marois’ multi-million dollar Ile-Bizard estate, most of which is located on land allocated by previous governments for the proposed highway extension.

How Ms. Marois came to build such a magnificent house on land that’s supposed to be the property of the transport ministry is a good question I’d sure like to know the answer to.

Regardless, the big winner here is what remains of the West Island’s once fabulous wealth of wilderness. Low-density development should slow down anyways, what with all this talk of a local housing bubble.

Thinking about these recent developments gave me something to wrap my head around.

We still need a means to get from the West Island to the 440, Western Laval, the North Shore suburbs etc. The issue is why we seem locked-in to planning large, complicated, high-capacity thoroughfares when far smaller, simpler, bridges could be used to efficiently connect residential traffic schemes in one suburb with the virtually identical designs across the water.

In sum, the Back River shouldn’t be the barrier it is, and multiple small bridges could be used to provide a ‘back-door’ from the West Island into ‘West Island-adjacent’ communities northwest of Montreal.

And though such constructions would not facilitate commuters heading towards the highways, it may serve to better connect the West Island in general with the AMT’s Deux-Montagnes Line, by providing access to the four stations further west along the line.

Currently, the West Island uses two AMT stations, even though four other stations could be within car, cab or bus-ride range of a considerable population of West Island residents – as long as we built some small bridges to connect otherwise disparate suburbs. I honestly believe some two-lane causeways is all it would take to introduce far, far greater interaction between several diverse communities and further serve to more evenly distribute AMT Deux-Montagnes Line users, not to mention offer new opportunities to expand the STM’s West Island transit scheme into Laval and Deux-Montagnes/St-Eustache. From where I live in Pierrefonds, Deux-Montagnes is roughly as close as Fairview Pointe-Claire.

More bridges on the back river offer superior traffic diffusion and may serve to get commuters heading north along our three primary vertical axes as opposed to heading south towards the already over-capacity highways.

Here’s what I mean.

This is an aerial perspective of the train bridge that links Pierrefonds with Ile-Bigras and the Laval Islands (and by extension, western Laval and Deux Montagnes & St-Eustache just beyond), a bridge which is primarily used by the AMT and ever-so-rarely by CN. Once upon a time this rail link provided regular service between Montréal and Ottawa and the vast number of little towns along the way, but nowadays service is nearly exclusively to support the commuting class, on a schedule appropriate to their needs. It has created a problem for some West Island commuters, in that if for whatever reason you should miss the inter-modal station at Roxboro-Pierrefonds, and wind up in Ile-Bigras or Deux-Montagnes, you would need to call for a lift or a cab, as service in the opposite direction drops off after a certain time, and there’s no public transit options available that inter-links with the STM. The cost could be as high as $60 and take as long as an hour, depending on where you eventually got off and highway traffic.

This predicament illustrates our over-dependence on high-volume traffic systems at the expense of low-volume, tactical and in our case far more convenient connections. A simple pedestrian crossing attached to the existing bridge and an illuminated pathway is all it would take to save thousands of commuters from this operational inefficiency and further permit traffic diffusion by providing an alternative for everyone now within walking distance of Ile-Bigras, meaning fewer cars jamming up the intersection of Pierrefonds and Gouin boulevards during rush-hour, a problem which far too frequently results in major traffic jams (and on that note, aside from making this strip of Pierrefonds boulevard uni-directional towards the train station at rush hour, why not see if we can extend Pavilion Street through to Gouin Boulevard through part of the landscaping firm’s outdoor nursery here – both of these measures would allow for superior traffic diffusion between the confluence of major inter-suburban boulevards and the principle arteries of the residential expanse north of Gouin).

But on a broader scale it would be better still would be to extend Riverdale Boulevard north of the tracks towards the northwest, intersecting with an extension of Perron Street towards the CN Bridge, ultimately connecting to Chemin du Mistral on Ile-Bigras and then on to Chemin du Bord-de-l’Eau in Western Laval. Far less expensive than a highway and does a better job connecting Pierrefonds with its neighbours, resulting in new commuting possibilities, access to more schools and services, not to mention new business opportunities. The vast, exclusively residential riverside hinterland of Pierrefonds would suddenly have enough through-traffic to support numerous local small business initiatives. There’s no question Pierrefonds would change, I would even argue somewhat dramatically so. Making it easier to get around, and providing new trajectories and traffic patterns with the aim of opening new yet hyper-localized vectors of exchange, would serve to change Pierrefonds by making it more useful, more usable, and further still, more economically sustainable. By adding little bridges a bedroom community can transform itself into a hub of activity.

As you can see here, there’s a seasonal ferry running from the northeastern part of Ile-Bizard to Laval close to the Ste-Dorothée AMT station at a point in the river so narrow it truly boggles the mind a bridge hasn’t been built. Doing so would allow for residential development on former farmland in an otherwise difficult to access part of Ile-Bizard. A pedestrian crossing from Ile-Bigras to Ile-Bizard would serve to provide even better access to the crucial AMT link to the city – all of which permitting public-transit-focused residential development. A better kind of bedroom community, one in which the train station is always within walking distance.

And a bridge seems to have once been planned to extend Marceau Street to Rue Cherrier in Ile-Bizard, as you can see here in another logical place.

Consider the numbers – there are 14,000 people who live in Ile-Bizard, and they are connected to Montreal via one bridge, two bus lines and a seasonal ferry that can carry but a few cars on a ridiculous two-minute trip that could completed in a matter of seconds in a bus or car. A bridge built at that location could provide 14,000 people access to the AMT’s Deux-Montagnes Line, and Ile-Bizard is one of the few places left in the West Island that can support new low-density development while still retaining a sufficient proportion of undeveloped wilderness.

There are 68,000 people in Pierrefonds, more than half of whom live in the higher density eastern sectors, of which maybe ten thousand people could be better served if they had direct ‘within walking distance’ access to Ile-Bigras or Ste-Dorothée train stations. Providing high-density public transit systems within walking distance of where most people live in turn could provide a host of new small-scale business opportunities focused on a suddenly more vibrant street life it what would otherwise be but a bedroom suburb.

If I’m lucky maybe we can make this an election issue – Pierrefonds needs a new role and direction as part of Metropolitan Montréal.

Review: C’est Moi, C’est Chocolat!

Passed by Theatre Sainte Catherine to catch the opening night of Andrew Searles‘ headline show C’est moi! C’est Chocolat! after a long and trying week at work; I was in need of some comic relief and Andrew certainly did not disappoint.

I’ve known Andrew at least since 2000 as we went to the same high school in Pierrefonds; if I recall correctly we became friends during the production of Riverdale High School’s rendition of West Side Story – I was a Jet and he was a Shark and I think we shared all of a dozen words of dialogue in the entire show.

Andrew was a naturally-gifted comic all those years ago, keeping us in stitches behind the scenes as we dealt with the overbearing drama queen extraordinaire who directed the show.

A few years later I found myself regularly attending open mic nights at diverse local comedy clubs as he was just breaking out onto the local scene. Andrew was also a regular at the insular country club in Sainte-Anne-de-Bellevue where we found ourselves attending CEGEP, opening for the many local comedians who would come perform at the Agora for all those students so eagerly skipping class.

It’s curious now looking back, John Abbott has always been a preferred local filming location as either a typical American high school or rural college setting – I wonder if the sight of all those trailers didn’t subconsciously encourage students there to perform – as a school it’s turned out a lot of local artistic talent. In any event, hard to believe that was all ten years ago.

Ten years of dedicated work has its payoffs – the show was sold out and packed with fans, not bad for a guy from Pierrefonds. Here’s a bit of Andrew performing in Ottawa a couple years back.

Opening acts included Guido Cocomello and Rodney Ramsay, with host Franco Taddeo. I had a bit of fun with the host when he asked if there were any Francophones in the room, to which I responded with a bien niaiseux Ouay! As he had immediately prior been ribbing some guy in the front row whose name was Martin (who I suppose had strong enough French Canadian features so as to compel the host to label him token Francophone in an otherwise culturally diverse though predominantly Anglophone audience), when he asked my name I responded with a properly regional pronunciation of Martin. Got a good laugh, but as always, you had to be there.

Politics, society, culture, race, religion – everything pertinent was discussed. It’s good fodder for comedians, as there’s just so much absurdity, contradiction and idiocy to report on. Sometimes I feel the service best rendered by comedians is to simply report all the crazy, ridiculous shit we deal with on a daily basis. All four comedians did just that, rather expertly too, last night.

Theatre Sainte Catherine is located just west of Saint-Denis along one of several stretches of Sainte Catherine’s Street where the various linear poles of attraction and gentrification have yet to meet and interface, and as such retains some of the character we once associated with The Main. Close as it is to Berri-UQAM, speaking openly in English, to my surprise, elicited the attention of those walking past – no words exchanged but glances nonetheless. That said, during intermission as I was enjoying a puff outside, the biggest, scariest looking bouncer I’ve ever seen walked right up to me and politely asked my for directions (in English) to a club just down the block. He was a close-talker with a Christian Bale-era Batman voice. He nodded casually at two prostitutes who walked by.

Earlier, as I exited the public-transit Ellis Island Métro hub up the block I remarked on the fascinating juxtaposition unfolding before me, of well-dressed red-squared UQAM students passing down the corridors lined with well-appointed shop windows, buskers tuning acoustic guitars and a pants-less, underwear-less homeless man pulling his knees under an extra-wide shirt, babbling incoherently to himself.

It occurred to me – we haven’t lost our red light district at all – it just moved East. Our city’s two-fisted-rialto survives unscathed.

What can I say – it’s a good spot for a comedy show. I saw Sugar Sammy at Olympia a little while back in the same neck-of-the-woods (and on that note, Olympia is an excellent venue – highly recommended). An exciting part of town, but one where you keep your guard up. Not a place to stop and gawk.

The small venue was filled with transplanted suburbanites, friends and acquaintances from high school, now grown-up, modern Montrealers, mixed, mulatto, Métis – a racial, linguistic and cultural gray-scale of integration that permitted comedians who, despite vastly different backgrounds, could entertain an equally diverse audience with satire and parody that easily, deftly, transcended the barriers largely being erased within our own community. The Montreal brand of racial humour seems to have more to do with pointing out (even if obliquely) our similarities rather than differences, or at least reminding us of how differences are truly no more than skin deep, and that making a big deal about how different you are, why you and your people might deserve special treatment, simply isn’t cool.

As you might imagine, Pauline Marois was the public enemy number one of the night.

It quickly became apparent this theatre was filled with ardent federalists and committed Anglo-Québécois, a new generation that learned French and knows where their home is.

As host Franco Taddeo put it, “this show features two Blacks and two Italians, throw in a Jew and the OQLF would shut this down in a heartbeat.”

Though contemporary Québec politics and society were the favoured topics of the night, the show was ultimately wide-ranging, with reflections on the oddball demands of significant others, snotty children and their oblivious parents and why the Pope has the most boss funeral.

One of Andrew’s fortes as a comedian is spot-on impressions of the various peoples of the Caribbean (he himself is of joint Barbadian-Jamaican ancestry); his Caribbean Space Agency skit made my facial muscles hurt, his bit about how unintended sexual innuendo as a result of his mother’s broken English was one of the highlights of the night; quite nearly brought the house down.

Also of note Rodney Ramsay, another Riverdale alum, closed his opening set with a ditty where he read Craigslist casual encounters personals. Gut bustingly funny, though I really hope he was embellishing. Rodney also got on the anti-OQLF bandwagon with a series on ‘language cops’, which you can see here:

All told – highly recommended, a lot of talent in a fascinating, exciting part of town. Shows tonight and tomorrow, see it if you can and buy tickets online as these shows are anticipated to sell out very quickly.

Separatism is a Scam

I was remiss to discover that a recent poll suggests maybe as many as 42% of Anglo-Québécois thought of splitting the province and moving elsewhere when the PQ got elected back in September.
And a few days later another poll suggested 58% of Anglo-Québécois said they feel comfortable and integrated into Québec society, enough so, I would imagine, that they feel no urge to leave.
This number needs to be far higher, but it takes a community – a real, tangible community – to do something about it. A community that doesn’t exist by virtue of handouts from various levels of government, nor to please care-taker cabinet ministers, one which carves its own path as it sees fit, secure in its ability to fund and stimulate its own growth and development. If Québec’s Anglophone community can do this, we could secure Québec’s place in Canada.

And why not, what’s not to like? Québec is a good place to live, despite the corruption and high taxes. We have an evolving social state that can provide immense benefits you simply won’t find elsewhere in Canada. We live with tangible public freedom, safe and secure from too much external pressure. And if we figure out how to become masters of our domain we can and will achieve a prolonged economic resurgence, one immeasurably beneficial to all strata of our society, further serving to position Québec in its rightful place within Confederation – the voice of progress, the province of the future.

Québec has potential. Québec is a safe bet.

Besides, with every new generation of Anglo-Québécois, we become more integrated and better adapted to this society, and our inherent integration better suits us to the evolving global village in general – we become international citizens by virtue of the society of our birth. This, in conjunction of what we perceive to be an unstable socio-political situation at home convinces some to leave permanently; our numbers have indeed been reduced by roughly a quarter-million people over the last forty years. But for those who stayed, our acceptance of bilingualism has quite frankly put us in an excellent position to reap the benefits of multilingualism and multiculturalism as personal lifestyle choices.
So why not choose to be Anglo-Québécois, the quintessential example of the culturally integrated Canadian?

Somewhat paradoxically, if you don’t feel your French is sufficient enough to live and work in Québec, it’s likely more than sufficient for a wide variety of well-paying government posts throughout the vast expanses of our immense nation. And doubtless you’ll find not only Québécois ‘ex-pat’ communities in all major and minor Canadian cities, but local Francophone populations as well.

And yet despite all this we’re to believe that the French fact in Canada is under immense pressure to assimilate into, get this, a vast and apparently omnipotent Canadian identity, clearly defined as the opposition to everything that Québec is.

The Québec sovereignty movement defines itself in how it is not Canadian, but curiously it also assumes the monolith of Canadian identity, one that simply does not exist.

There is no ROC from which the separatist movement can define itself against, and separatism for that and many other reasons is quite simply a scam.

A nationalist movement based on a snake-oil salesman’s understanding of history, as opportunistic and omitting as you might expect.

As a person who has worked for two non-profit academic organizations that dealt expressly with the articulation and popular development of Canadian identity, culture and society, I can tell you there is no single, definitive Canadian identity. At our best we’re cognizant that ours is an evolving identity striving for a broad set of rights and responsibilities common to all citizens as framework for a modern political identity, but at our worst we define ourselves in terms of what or who we are not. You’ve doubtless heard the warning before – Canada cannot be defined in terms of how un-American we are. So too for that reason, Québec cannot define its character and identity in terms un-Canadian it is. When you look to see what lies tat he heart of Québec society, you find the very roots of Canadian progressivism, and that from which all of Canada grew.

And we’re expected to believe the trunk will live long and prosper while the roots are ripped from the soil; it astounds me how a political party has been able to convince so many of us of the seriousness of their message without ever producing any kind of plan for exactly how they propose to remove an already sovereign province from Confederation.

The PQ tells us not to worry about it – we’ll figure it out as we go along.

It’s not just that the PQ is both inept and lackadaisical in their efforts, it’s that they haven’t really ever bothered to explain to the public what they would do in a simple and straightforward manner. It’s as if they don’t even believe in the likelihood of separation, so much so that they wouldn’t bother wasting the time or energy to draw up a ‘to do list’ of sorts. No, no of course not – under promise and over deliver, right? Keep it vague; keep it emotional.

Ours is tabloid politics. Sensational. Scandal-plagued. An ad-man’s wet dream, presto plastic pop politics, delivered straight to the heart like hot lead from propaganda machine gun. We don’t have a government; we have a bullshit machine that feeds the media, keeping us distracted from the fact that we who disdain and decry the mindless election of the federal Tories have subsequently elected a government with a leader of similarly dubious charismatic qualities and a profound lack of innovative, imaginative spirit or long-term vision.

The students are learning this lesson quite literally as we speak.

So are all the small-business owners who have felt the sting of an inebriated sense of entitlement by a marauding gang of over-zealous ‘language cops’ – have you ever heard of anything quite as absurd as this?

Remove steak from the menu.

Remove WC from atop the washroom door.

Pasta is an unacceptable term in an Italian restaurant.

Use masking tape to cover the On/Off button on your microwave.

And chew on this while we’re at it – the OQLF has a budget of $24.7 million – enough to pay full annual tuition for nearly 9,000 students.

The PQ wasn’t happy at how quickly world media picked up the story and was hypercritical of the current, temporary separatist government.

In her efforts to garner international support, Marois has come up flat, embarrassingly so.

But back to us, those who are smart enough to brush this off and say to hell with it, I’m going to ride this out. How long can idiocy of this magnitude really last?
We can’t speak for all of Québec and we might not be able to do much at the moment to change things on the whole, but we can at the very least determine to coalesce into a more cohesive whole.

If we stay and grow we don’t just secure our own social and cultural survival, we’ll gain economic and political power too. If we stay we’ll eventually attain full acceptance from the Francophone majority, if not full integration. And if we stay, succeed and grow we will also fundamentally change the social and political balance in Canada, for there will be a post-modern Métis society concentrated in South-western Québec, as Québécois as they are Canadian, sustaining itself.

But make no mistake, the people who keep the peoples together will have no choice but to support themselves completely. There’s no White Knight coming to save us; if we don’t save ourselves, by finding our own opportunities, developing our own charities and eliminating out-migration, no one will.

Over the last few weeks the Anglo-Québécois community has felt the sting of a vindictive and comic government hell-bent on the destruction of Canada via the removal of Québec – the original Canada, the place from which all of Canada grew, from where all the money, labour and intellectual capital flowed for the hundred or so years prior to and immediately after Confederation. The PQ will have you believe that Québec has no place in such a nation, and further still has so little in common with the Confederation that it must go forward as an independent country. They’ve been beating this drum for more than forty years, and it’s been about that long that Québec has generally been on the decline in terms of political influence in Ottawa and economic influence nationally.

As the movement developed over the years it moved from the original goals of a) securing the French language through legislation (mission accomplished by the way – Bill 101 as it was written in 1977 is more than sufficient to guarantee the supremacy of the French language in Québec forevermore), b) minimizing the revenue waste and corruption of the previous Liberal and Union Nationale governments (again, job well done – Lévesque’s government from 1976 to about 1981 was one of the least corrupt in Canadian history) and c) re-negotiating Québec’s place in Canada (again, kudos – though the 1980 Referendum was a Federalist victory, Trudeau made good on a campaign promise to repatriate the Constitution and develop a civil rights charter, itself based on the PQ-written Charte des droits de l’homme; the original referendum question was to do just this – re-open Constitutional talks, not independence, so again, I doff my hat in memory of Oncle René).

But as many go-nowhere independence movements, the PQ has transformed into something far less inspiring, and polls continue to suggest that interest in separation is still far too low amongst Franco-Québécois, meaning that regardless of Pauline Marois’ narrow-minded vision, the so-called winning conditions still elude us.

And as such we’re stuck in an interminable limbo.

In the meantime the PQ government has no choice but to feed the machine as it were, and as they backtrack on various campaign promises and make horrific cuts to healthcare and education (something that affects all Québécois, regardless of mother-tongue), and so, true to form (because we’ve seen this many times before), they push increasingly unnecessary, needlessly divisive and draconian legislation designed to fight a war of political attrition against a non-existent enemy.

Enter legislation to eliminate government funding for Anglophone CEGEPS, of which there are five out of 48, with roughly 30% Francophone enrolment.

Or legislation such as Bill 14 that seeks to eliminate the bilingual status of a number of small ‘historically English’ communities throughout the province.

Or another bit of legislation, designed to require many small enterprises to function in French.

You see, the Anglo-Québécois are viewed as suspect requiring such legislation – it’s all too often about making it clear English won’t be tolerated so long as the façade of French linguistic annihilation can be maintained for all the good it does for our overly sensitive local media; geographically almost exclusively found adjacent to the Ontario and American borders they almost exclusively vote against referendums and the PQ. They can’t be swayed to vote in favour of separation, and so because nothing of substance can be done about it, a joker, a halfwit troll enters the arena as custodian of the Anglophone community of Québec. And his office churns out saccharine pop-propaganda, cutely entitled ‘Notre Home’ to remind us we’re Québécois too – that we belong.

It’s insulting, it’s juvenile and transparent in the worst possible ways, but it’s no need for alarm.

To borrow a line from the Simpson’s, the PQ is as impotent as a Nevada gaming commissioner.

Somewhat to his credit, Stephen Harper hasn’t bitten. The alarmist press claims its delicate and conscientious leadership on his part but I see it as simple dismissal. Harper takes the approach of a successful Second World War Battle of Britain bomber pilot – they never bothered learning the names of the green new pilots in their squadrons until at least five sorties, as the chances of a new pilot going down in flames the first time out was so unbelievably high. Harper’s not going to take Pauline Marois seriously until she either does something incredibly drastic (like a Unilateral Declaration of Independence) or has survived several elections and established a majority.

Neither of these scenarios seem likely to me – Marois and the PQ are filling a vacuum until a real party is established. And let me be perfectly clear – the PQ is not a party; it wasn’t created as a party, merely a protest movement to get Québec the recognition and respect it rightly deserved. Today it perpetuates old stories of racial and linguistic divides to perpetuate it’s very own raison-d’être. There’s no vision in reactionary, stifling social policy; Harper will learn that lesson himself in 2015. We can only hope Marois takes off long before that.

In the meantime the Anglo-Québécois needs to keep its collective head.

We cannot become a Diaspora. We don’t nearly have enough self-confidence. At best, if we do nothing, we die out slowly, a cultural oddity of no real significance.
And many of us think that way – tell a minority they’re the cause of the majority’s problems often enough and they tend to believe it. Those who have the means leave, and those who don’t grow sad, hold grudges, begin to hate, etc.

We’ve seen it a thousand times before. We’re human, and not too highly evolved either, because we continue that which does not work, that which has failed so many times before, and we keep it up because it’s all we know – we’re used to it. We’re so unimaginative and easily swayed by mere propaganda we habitually miss the forest for the tress, unable to grasp the reality of our situation.
We’re an odd minority, that’s certainly one way of looking at it, and more often than not it tends towards questioning how we ever came to be in the first place. We’re told we’re rich, powerful, conservative, monarchists even, regardless of who we really are and we truly do. We’re a scapegoat and a political tool. What’s ironic is that those of us who stayed – and who continue to stay – are those who lack the means to adequately safeguard our society and culture against unwanted, coercive assimilation.

The WASPs left long ago, Westmount shed its Rhodesians, and the language of corporate Montreal is most assuredly French.

But most importantly, and never forget this, French hasn’t disappeared, and neither have we.

But we’d nonetheless be very wise to not let the PQ bother us, to simply carry on with what we’re doing, living our lives as we see fit.

he question is not about whether Québec will separate, but rather how long it will take the PQ, as occasional agent of minor governance, to make this province uncomfortable for anyone who doesn’t see eye-to-eye with them, Anglophone, Francophone and Allophone alike.

They’re trying to shore up their position not by attracting new supporters, but by pushing people out of the contest altogether.

The only suitable response for those who have no interest in being dictated to is to learn French, integrate and bring our point to ‘les autres’.

Ultimately, ours is the position of open acceptance, and it’s the only way forward.

Ilots de Fraicheur


It certainly looks green enough…

It’s too hot, and too dry, for far too long.

Not just here, it’s a phenomenon that affects many large urban areas throughout the world. But its universality is no reason to ignore it. Montréal’s not as green as it seems, and our local environment could be improved through very straightforward improvements to our ecological vitality.

Big cities can aversely affect the very same ecosystems that birthed sustained human habitation (and by extension, the city itself). In other words, a city’s design, regulations, and ecological sustainability – or lack thereof – can have rather profound effects on the city’s long-term viability. Consider Centralia Pennsylvania, or even Cleveland, whose river famously caught fire as a result of contamination by massive quantities of industrial pollutants. You don’t invest in cities that aren’t healthy, and the vitality of a city’s ecosystem and environment in general serve as a metric by which to determine a city’s health. Green cities are more than merely arboreal, they foster a close link between the citizen and their geography, climate and environment. Green cities beget green citizens, healthier citizens. Clean air and water should not be taken for granted, and that we think ours to be better than most is no reason to shy away from what I can only describe as a much-needed ecological audit. How clean is it really?

And why do people living in areas close to large industrial operations die younger than the average? How much does soil contamination drive up the costs of water treatment? Or how low does it drive adjacent property values?

Are we adequately considering these issues as we continue to build and move forward?

Sometimes I think our problem here is that the city seems so green, we don’t really think too much about the quality of our environment. Do we have the best quality air? Do we have access to clean, locally grown food? Why isn’t every alleyway a ‘green alleyway’? Is it me, or does the weather seem to be getting generally less predictable? (not to mention falling into patterns that seem to lead to regular environmental problems, like flooding and drought, heat waves and deep freezes). Why do I feel like my city is good at green washing and not much else? Oxidized copper domes and green tinted glass certainly drive the point home aesthetically, especially given their rather strategic locations on leafy public parks and squares, or with the ubiquitous mountain foliage serving as backdrop to our modernist skyscrapers, but the numbers aren’t very encouraging and the very real ‘de-greening’ of our local environment may have far-reaching consequences – higher power consumption, increased wear and tear on city infrastructure, a more destructive local carbon footprint, inclement weather and all that flows quite literally after it, etc.


This is why we absolutely cannot afford to further ignore our local water-table and why we absolutely must re-develop local wetlands

I found an interesting piece listed on the excellent the Montreal City Weblog from the Journal de Montréal on the growing problem of surface heat retention in the Montréal region and the need for new ‘Ilots de Fraicheur’ or large green spaces to refresh our air and water. This may seem like a trivial piece of environmental science, but consider the very real effects of high heat retention in urban areas – heat waves in Europe in 2003 are estimated to have killed 70,000 with 15,000 in France alone. This is not through drought causing starvation (though of course it does in many developing nations), but simply people over-heating in any number of ways and succumbing to the strain of sustained high temperatures on the human body. We rarely think about how destroying available green space in an urban context may in turn have rather drastic local environmental consequences, yet we’re apparently aware that the destruction of wetlands in our biosphere (as an example) is directly responsible for high heat retention and low ground water retention. The science is clear but we refuse to acknowledge just how crucial environmental development may be so as to provide a superior quality of life moving forward. City infrastructure needs to be repaired, but might not be so maintenance prone if our weather was generally more cooperative. We have the tools and intellectual capital to effect real change in this respect. In other words, city beautification must evolve into urban environmental engineering.

I can imagine the reduction of available green spaces in the city (about 20% in fifteen years) may be quite directly responsible for a worsening local ecological situation. This isn’t rocket science. Water levels have been low this summer, leading to watering bans, but more significantly I can remember having this problem last year, and the year before last, etc etc. Without sufficient ground water our weather gets weird, unpredictable. That the soil dries up may not be so much a concern for urbanites but given the agricultural backbone of our region, we’d be wise to think beyond our borders, as this impacts our ability to purchase locally grown food for decent prices. Poor harvests lead to farm foreclosures and purchase by large agro-science firms like Monsanto, something Québec and Montréal could do without, not to mention fewer options at our beloved local markets. It’s all highly integrated, and we know with a degree of certainty that in order to turn this negative trend around, we would be wise to develop as much new green space in the urban core as possible, while reducing needless low-density residential development as much as possible. Thus, we need more parks, wetlands, green alleys, green roofs, urban agriculture and additional city-sponsored ‘no development’ zones. Only our city has the financial means to improve the region’s ecosystem en masse and in one shot; neither the province nor the federal government seem overly interested in such things. Thus it can no longer be effected as band-aid solutions or otherwise left to the limited resources of the philanthropic side of the citizenry – we need a master plan and tax-revenue to address this problem.

The City of Montréal published this guide to our seventeen largest nature parks; the total area comes up to just under eighteen square kilometers. The island’s total area is 499 square kilometers, making preserved green space a little less than four per cent. There’s a good chunk of preserved Montréal wilderness out at the Western tip of the island, but this is outside the city’s territory, and so far simply waiting to be built upon. This stretch is just about the last place you’ll find wild deer on the island, and Charest has promised to build a new urban boulevard right through it. Though it’s been described merely as providing a much needed additional North-South conduit between residential areas and the highways, the fact remains that there has been talk of using the route to connect Highways 40 and 440, through Ile-Bizard and Laval, for some time. Land to the West of this proposed boulevard would likely quickly open up to additional low-density residential development, something the West Island already has in spades. Wouldn’t it be wiser to keep some green?


This should be greener…

And all the while we continue planning the destruction of what remaining wetlands and large green areas we have left. As the on-island population inches closer to two million people we’ll need to increase urban density if we want to save the vital forest and swamps that regulate the local water table. A proposed ‘green-belt‘ around the island is encouraging, but doesn’t seem to feature much if any real green-development in the most highly urbanized areas. I don’t think this is entirely a problem to be contained, geographically, as it is one which must be addressed from within.

Like I said, we need a master plan.

For a city apparently so forward thinking, we’re considerably retarded in terms of instituting broad ecological regeneration. If we don’t get on this soon, we may pass a threshold from which we cannot return. Bad environments have sunk many cities, in this country as well as the States. I don’t think we can afford the downturn in investment that would surely come from a major environmental disaster – don’t forget, our city almost had to be evacuated during the Ice Storm. It was too close a call for my personal comfort.
