Update: Three Competing Métro Proposals

Neither of these are of my own design; judge for yourselves:

I found this one a while back, seems like an interesting idea. It incorporates three rapid-bus systems plus a Parc Avenue light rail system, with a considerably larger Métro system in general, though with considerable focus on the higher-density regions closer to the downtown core.

The following proposal for system improvement doesn’t involve any non-Métro systems, but has considerably more lines and stations. Also notice how all three airports are connected, and how the downtown would be connected by four parallel East-West lines and seems to indicate a type of network-sharing system where multiple lines would use the same track. Further, consider the number of junction stations:

I also like this proposal because it very clearly allows access to all four corners of the Metropolitan region. Keep it in mind – this system is nothing more than a dream, though its always encouraging to see random people envisioning their ideal Métro system. If only our elected officials would get the picture and pursue a more ambitious expansion program. Imagine what could be if we were building at a rate of 26 stations every 4 years. We did it without blinking between 1962 and 1966.

Another find!

Looking at this plan I can’t help but remark on the similarities in the three designs, as it seems to have borrowed from each in addition to the current MTQ plan and elements of very early designs. Among other things, closing the Orange Line loop, extending further into Laval and Longueuil, following bridges and highways, extending the Blue Line East to Anjou, connecting Ile des Soeurs and additional East-West lines to cover the downtown and a Pie-IX line are all featured in these three designs. The first plan is highly reserved and realistic whereas the second is bold (though less accurate than the others), and the third seems constrained by the dimensions of a Métro map poster. That said – check out that Brown Line – it goes everywhere! What a great idea, a ‘sight-seer’ Métro line running from Brossard through the CBD and onto the airport. I also like the idea, oft repeated, of having additional multi-line hubs East of Berri-UQAM, such as at the Olympic Stadium, and of course the second plan’s design to link all the airports with the urban core. What’s striking is that it doesn’t seem to me like any official plan would even consider the possibility of building entirely new lines and hubs; these plans are realistic given that by 2012-2013, the metropolitan population is going to reach 4 million, and the citizens will no longer be able to rely on their cars to get around the metropolitan region. Public transit will require a massive investment in order for large cities to remain operationally competitive, we just cannot afford the same carbon footprint in the future. Thus, it makes sense to begin a massive development project and wildly expand the Métro, as soon as possible. Any of these designs are feasible as long as we demand it, but we must demonstrate clearly and effectively that we will not stand for anything less than the world’s finest Métro system. It is our responsibility, it is our heritage and a credit to our high-tech industries, but it must be kept at a perpetual ‘state-of-the-art’ status if we’re to make any money off it. The citizens need better than what is currently provided and Métro development needs to become a principle priority for the Mayor. If we were as motivated to build a Métro system today as we were fifty years ago, we could attain total metropolitan coverage within forty years, maybe sooner. That kind of long term steady investment is exactly what we need to keep our economy stable and create real, insurable employment. Public works and infrastructure projects worked in the States with the New Deal, so there’s no reason why we can’t do the same basic thing today on a localized scale. Building a massive new Métro could be money in the bank.

So apparently we’re getting a very expensive bridge…

…and as always, efficiency takes a back seat when it comes to stimulus spending and infrastructure development in the Montréal region.

The CBC announced a plan by the Conservative government of Stephen Harper (in case you were unaware) to build a $5 billion replacement for the Champlain Bridge over the course of a decade. The new bridge will feature ten traffic lanes and is designed to fully replace the existing Champlain Bridge, which is estimated by some to no longer be worth retrofitting or renovating after 2022 when it will turn sixty years old. Maintenance costs to keep the bridge operational until then will come up to about $25 million over the next ten years. Previous cost estimates for bridge replacement came to $1.3 billion for a replacement by a similar span, and $1.9 billion for a double-decker tunnel capable of handling a similar amount of traffic (roughly 156,000 cars and trucks use the bridge each day) on one level with buses and trains on a lower level. The projected construction time was five years for each project, which is in line with the amount of time it took to build just about every other bridge and tunnel connecting the Island to the Mainland. Moreover, adjusted for inflation alone, the cost of building the Champlain Bridge would only cost about a quarter billion of today’s dollars. Now while many argue the cost of construction has gone up, I’d still like to know just what it is about this replacement bridge that justifies a $5 billion expenditure? Perhaps the cost was estimated based not on actual costs for materials, labour, design and construction, but instead based instead on trying to ensure everyone gets a slice of the stimuli pie. Given that Québec lost out on the Great Canadian Shipbuilding Sweepstakes, perhaps this expensive bridge project is some kind of a consolation prize. Do we not recognize that it is sounder to seek smaller amounts of tax revenue for stimulus spending than larger amounts? Is it not our responsibility to seek efficient infrastructure solutions?

Here’s the deal – in my opinion, replacing the Champlain Bridge with an enlarged replacement toll-bridge isn’t exactly helping reduce traffic congestion in Montréal, and its not entirely fair to use tax dollars to build it and then a toll to pay for it. Moreover, it may not even be necessary, and that is to say that there are many considerably wiser, more efficient ways to spend such a large sum (such as on public transit) which in turn may allow the Champlain Bridge a longer life-expectancy and a considerably smaller associated long-term maintenance costs, thus making bridge replacement a moot point.

But none of that seems to matter – once again, infrastructure redevelopment is narrowly focused, places an emphasis on the needs of the few as opposed to the many, and is more about securing large investments for an already corrupt construction industry instead of seeking to trim costs and ensure fiscal responsibility. Is it any wonder the rest of Canada thinks we get an unfair advantage?

Consider the 2009 Métro extension plan, which aimed to increase the network by a dozen stations on twenty kilometres of new track and tunnel, extending into Eastern Montreal and the South Shore in addition to closing the Orange Line loop, benefitting the residents of St-Laurent, Pierrefonds, Cartierville and Laval. That project is estimated to cost $4 billion and could potentially add several hundred thousand more individual uses per day in addition to further extending the operational reach of both the STM and AMT. Aside from the issue that the provincial plan benefits people throughout the metropolitan region, it further would lessen the strain on our bridges, meaning the Champlain’s life-expectancy (with additional preventative maintenance) could be extended beyond sixty years. All of the other bridges are considerably older than the Champlain and are still working fine, and it should be noted that other bridges and tunnels were often designed as part of larger transit schemes. This replacement bridge will carry no tram lines, no provision for commuter trains, and only a limited number of reserved bus lanes. It’s too little, too late, and designed for a bygone era. Unfortunately, it now seems as though the STM is unable to secure funding to execute the entire plan, and so the Mayors of Montréal, Laval and Longueuil now have to petition the people and the provincial government for their own individual extensions. This is an awful situation to be in, yet here we are, bitching and banging heads against each other for a thin slice of the better idea. If the fed can justify spending $5 billion on a bridge replacement, why not spend $4 billion to help more people get around and then spend the billion left-over dollars to fully renovate and upgrade the existing bridge? How is that a sounder investment?

Consider other plans, such as the use of ferries, light-rail lines across the ice-bridges, new Métro and commuter train lines or running surface trams on reserved lanes on the existing bridges and tunnels. There are many ways to cut down on the number of people bringing their cars into the city and increase the number of people utilizing public transit as their primary means to get around. But if the City can’t reign in government and guarantee an efficient use of stimulus funding, then we’re bound to develop along someone else’s politics, someone else’s vision. And as long as we congratulate ourselves for taking unfairly large portions of the communal tax revenue (as some kind of sick justification for our opportunistic federalism, no doubt), then we get what we pay for, and have no reason to pout when things fall apart. We’ve been responsible for our own infrastructure problems for years because we develop said infrastructure as though it were a consumer item, and thus the bridges, tunnels and buildings we procure are designed to artificially stimulate the construction industry by requiring near constant maintenance. And so we are literally stuck in a rut. Why is it that every Summer major construction work is required throughout the City? Are we foolish designers or are we trying to keep a bloated industry well-financed with futile self-perpetuating renovation work? We must begin designing more durably and begin employing innovative technological solutions to finally solve our frequent problems with rapid infrastructure degeneration.

It’s becoming clear to me that we are not designing with problem-solving in mind, and this will be our undoing. Technological solutions for most of the infrastructure problems we encounter on a day to day basis could be saving us incredible amounts of money, but they mean some people in the construction industry won’t make as much money as they used to. The new Champlain Bridge project smells so bad of graft and nepotism you’d think the price tag was of the scratch-and-sniff variety.

In Search of Urban Community in a Societal Wasteland

A friend of mine recently asked me what I’d like to see happen to Griffintown.

I said: the Plateau.

How’s that saying go, brevity is the soul of wit?

A-yuk-yuk-yuk…

But seriously now. We were talking about looking for apartments and she was wondering what I thought about the area currently being marketed as ‘Griffintown’ along Notre Dame West. Admittedly, this would have been the northernmost extensions of Griffintown, and would likely have been considered a part of Little Burgundy that last time there was a stable local population. Keep in mind, a good stretch of this area around the new ETS building was once a CN stockyard; this is why the buildings on the northern side of Notre Dame are all new construction, whereas those on the southern side tend to be renovated industrial buildings. I’ve had the chance to pass through the area a few times recently, and will be going back soon to document the street-side ballet of this new urban neighbourhood. It strikes me that this area may one day soon become a vibrant community, but as it stands right now, there is something palpably missing. There are people here, it is defining itself, but it has yet to acquire all that is needed to be considered an actual community, a neighbourhood.

Part of the problem lies in what kind of living arrangements are currently available here. Its almost exclusively condos, and these tend to be rented almost exclusively by students, young couples etc. There seem to be very few families around here, and scarcely any family-oriented services, such as schools, libraries, cultural centres, clinics etc. While a stretch of Notre Dame West in Little Burgundy has enjoyed recent success developing into a chic strip for night owls and the socially-inclined, other parts of the new Griffintown are eerily quiet and devoid of life between certain hours on most nights. Public transit doesn’t seem to have kept pace with developments here, and at times it seems to suffer from the same fundamental deficiencies as the Quartier des Multimedias further East.

The plan for Griffintown seems to be more of the same – large condo buildings and renovated former industrial sites. It’s market-driven development with only the bare minimum of municipal involvement. So the question I asked my friend, as I would ask anyone thinking of moving into Griffintown and potentially considering purchasing a condo, is whether or not they think someone else is going to want to live there at some point in the future, in short, what is the re-sale potential of the unit?

And without the necessary societal anchors that are guaranteed to stimulate the growth of a viable community, the Griffintown redevelopment runs the risk of loosing its lustre. If the development is uniquely driven by market forces, so is its lifespan, and this is dangerous if the area suddenly falls out of fashion. That or we discover that the condo market is over-saturated. I don’t think we’ve yet to reach this point in Montréal, but I would caution against pushing it too far. If the market tanks and the area falls out of favour, the area may become scarred by unfinished construction projects – consider the stalled Ilot Voyageur behind the bus terminus and the surrounding Northeast corner of the Quartier Latin – new residential developments seem stalled as well, and the vast empty hulk is degenerating whilst simultaneously negatively impacting the residential market around the site.

Now, the Berri Square area suffers from other problems as well, but the Ilot Voyageur isn’t helping. Griffintown has a stalled project along Peel with the plan to redevelop the old Dow Brewery – the area can’t afford to let this continue, as it places an unfortunate obstacle for further development – consider the negative effects the abandoned art store across from the former abandoned hulk of the Seville Theatre on Ste-Catherine’s near the old Forum. One abandoned building can have a detrimental effect on the land-value of adjacent buildings. A good portion of Griffintown remains abandoned or underused, and unless the city plans on moving in and directing urban residential redevelopment, the market may not be stable enough to guarantee long-term investment. Ergo, the city needs to stimulate investment by demonstrating to developers their intention to craft a viable urban community.

In order to accomplish this, the City’s going to have to take a good look at what makes our best urban communities work so well. What makes the Plateau what it is, what makes it so desirable, and can knowledge of these key characteristics be successfully applied to a new cooperative development scheme, where the City leads developers into a sustainable development model? The City should use its resources and contacts to develop the services that will stimulate the creation and growth of society, and not just a collection of places where people eat, sleep (and maybe build little forts!) The question I’ve been asked is why use the Plateau design model? In sum, residential housing design in Montreal from the Victorian and Edwardian eras, though by no means perfect, has some particularly interesting advantages, namely: the orientation of homes onto shared spaces (streets, alleys and parks), medium-sized housing density which allows for enough sunlight to penetrate shared spaces and stimulate local flora, and the availability of rental units for small-scale businesses, which are in turn oriented towards the needs of local residents. Moreover, areas of neighbourhood designed based on these concepts have proven themselves to be popular and developmentally malleable throughout the generations. It’s tried, tested and true and leaves enough breathing room to be highly adaptable. I can imagine an ideally designed Griffintown which blends this model with the industrial lofts and new condominiums.

I’ve identified an area roughly bounded by Sherbrooke, St-Antoine, Mountain and Bleury wherein we find almost all new high-capacity residential development. Its this same area that happens to have a large quantity of open spaces for development, most of which are surface parking lots. This same area has no public schools, no libraries, no grocery stores as far as I’ve seen, and pathetically few options when it comes to affordable fine dining, especially after regular business hours. What’s especially maddening is that this same area is the very core of our city. It is a societal wasteland, and I would know – I’ve been told for some time I come from one.

While there is a vast difference between the West Island Suburbs and Montréal’s CBD, I would say the chief point of commonality is the similar lack of cultural venues and creative spaces in both areas. That said, at the very least, the West Island supports a large middle class community where neighbourhoods are well defined and in many ways unique from each other. They further benefit from ample social and community services. Now why can’t we offer the same in the heart of the City?

City Building Without Community Planning – Part 1

So I was strolling through Reddit’s r/Canada sub-reddit when I found this gem.

So a couple of people living in Toronto’s Liberty Village want to pass a city ordinance forbidding families from moving in, and I would imagine prevent family services from being established in the area. For those of you unfamiliar with Liberty Village, it’s largely condos and former industrial space renovated into offices and lofts. A Montreal equivalent would be the Quartier des Multimédias, or Notre Dame West past the ETS (and we still did it better). In any event, its not being taken seriously, and I seriously doubt anyone on Toronto City Council will take this seriously.

Despite this I still find it interesting that some people might actually try and justify this kind of behaviour. Their arguments are fascinating as well, as they’re largely ignorant of the role families play in all residential areas. There’s probably no greater social stabilizer and organizing force than families, and our urban communities here in Montreal are in some cases ‘family-free by default’. Suffice it to say I think we need to change this.

By stability I mean that families exert certain societal pressures and require the presence of certain resources, such as access to schools, parks, daycares, clinics etc, not to mention services they can access before and after the typical workday. Children living in a community draw services, both public and private, designed for them. Primarily, children’s education requirements, in whatever form they take, act as a catalyst for employment opportunities of all varieties for thousands, if not tens of thousands of people. These are but a handful of examples of the manner by which the presence of families living with young children in an urban setting help stabilize the local economic and cultural environment. Then there’s the issue of land value – the needs of the family for the presence of schools, parks and a wide range of 24-hour services in turn drive up the value of the land around said services. Much of the city can’t be demolished, and so the urban residential areas are left to wait for waves of gentrification to sweep through. It seems that each time there’s a boom in the urban housing market, real-estate developers begin amping up the PR noise about how they’ve cornered the market in ‘the next Plateau’. And so the list goes; all of the following have earned this ‘distinction over the past few years:

8. The Village

And while of these neighbourhoods have potential, they also have something else in common – they’re established, principally residential urban suburbs. Some are hot, some are being gentrified, some seem perpetually on the verge, but generally speaking, all of these neighbourhoods have all they need to survive, and for the most part these places work, though often these places are also associated with poverty, crime etc.

A recent Gazette article mentioned a Gay Village business owner who, with the support of two thousand signatures, petitioned the mayor to do something about the rampant crime and drug abuse in the Gay Village.

It occurred to me that of all the places on the list above, the Village is perhaps best suited to become a successful urban neighbourhood, but this almost assuredly require the Gay Village to perhaps become more family friendly, though this would primarily require the strategic placement of schools, daycares, libraries and paediatric clinics within the Gay Village. The last time I checked, Montreal Police are completely intolerant of drug dealing and prostitution within school zones, and it wouldn’t be long before the pimps and pushers got the message either. Moreover, the presence of family services would likely encourage gay and straight families to consider the Village as they would consider NDG, the Plateau, Mile End or Outremont.

This in and of itself isn’t going to get rid of the homeless problem, and its not a problem which can be swept up under the rug either. Treatment facilities, needle exchanges, shelters and intervention services must be provided by the City to help clean up the Village. All citizens will ultimately lose unless the City steps in with a more enlightened approach and actively seeks to establish the stabilizing elements required for better urban living. It’s a large investment that will likely have to be paid for by the taxpayers in general, but if that’s what it takes then it will be money well spent.

The case of the Village is an interesting one, because it forces Montrealers to recognize that the Village is an invaluable economic asset, and that for the most part, its success is the result of the hard work and dedication of the community. Now its time to show our appreciation by financing the social services which will help the Village transition into a clean, safe and prosperous neighbourhood, the pride of all citizens.

But what about the un-named residential areas dispersed through the city centre? They have no identity and scarcely any services, and yet new construction is starting all the time. We’ll investigate this issue in part two of the article. Until then!

A new Planetarium at the Big O & what will come of Chaboillez Square?

This is Chaboillez Square, or rather what remains of it.

Technically speaking Chaboillez Square is now the small park in front of the Dow Planetarium, where parking spaces have been placed in the publicity shot featured above. The Planetarium itself was a gift from the Dow Brewery (located behind the Planetarium and currently being converted into condominiums) for Expo 67. With a seating capacity of 375, it is still the largest Planetarium in the country, though the operations are to be moved to a new facility, sponsored in part by Rio Tinto Alcan. While the decision to build a new Planetarium is not an issue of contention, the decision to place the new facility in Maisonneuve Park, adjacent to the Big O, Saputo Stadium, the Insectarium, Biodome, the Botanical Gardens and other diverse diversions is leading some to question whether it is wise to concentrate so many public education and entertainment facilities in the same place. The City is insistent that this plan makes sense as it groups together some of the city’s premiere science-themed museums in one central location, doubtless with tourists and families clearly in mind, not to mention the population balance for the metropolitan region, for which the location is exceptionally well-suited.

But is too much concentration a good idea?

And will a new Planetarium be enough to reverse the fortunes of this still somewhat blighted area? And what underlies this reactionary feeling against placing cultural institutions ‘in the East End’?

It’s discouraging that so many major cultural venues have been moved here, a still somewhat disconnected island of high-density and urban modernism detached from the city, and painfully so. The Olympic Stadium and the grounds around it always seem cold, sterile and lifeless to me, and you can’t help but feel you are in the presence of a somewhat well maintained monument to a bygone age when walking around the site. Sure, there are times when it looks good and it works, but those times don’t come nearly as often as they used to. There are oft-repeated claim that centralizing these institutions and entertainment venues will have major economic spinoffs for the community, though they hardly seem to have been fully realized as the Olympic Stadium and Maisonneuve Park facilities are, to a degree insular, and appear to have little interaction with the built environment around them. The Olympic Stadium alone was supposed to act as the focal point for a major East End renovation and spurn the gentrification of Hochelaga-Maisonneuve; what seems to have occurred instead is the gradual recycling of lands once set-aside for new civic institutions and the centralization effort – a use it or lose it situation doubtless a result of the Big O’s big debt. What’s certain is that whatever happens at this site (on the whole) tends to have little impact on the surrounding community, and the reach of Montreal’s downtown urban tapestry has yet to extend this far East. Imagine if all this was concentrated to the West of the CBD – say in NDG, Lachine or LaSalle? I can imagine it would look about as hopelessly disjunct as it does where it is. So the question is, how do we better integrate the Olympic Stadium and its related facilities into a new, more cohesive urban tapestry? A well-designed Planetarium may, at the very least, provide some proportion and a new focal point for orientation within the greater sphere of the design. I suppose that would be rather a pro pos of a Planetarium, and certainly of the ‘orientation through exploration’ design of the greater portion of the city.

Of course there’s not too many places to put large facilities such as these, but it feels as though the density of this sector of the City is still quite imbalanced, and perhaps a city effort to increase residential density with new medium and high-income high-rises in this sector may subsequently trigger at least a partial gentrification or a more proportional sense of scale. A better surface link to the rest of the City, as was attempted, in a manner of thinking, with Corridart.

Then there’s the issue of Westside Montrealers getting the shaft, losing another cultural venue ‘to the East’ as it were. It’s unfortunate that most of the complaining comes from West Islanders who aren’t even citizens of Montrealers, but the fact remains that there are over a million people living East of the Main. The Big O location is surprisingly central, though many loudmouths would like to convince you that East Enders don’t go to museums. The racism I’ve seen in various comment sections is wild – hard to believe some people still think so poorly of Francophones in this day and age.

There is a practical concern however, in that a balance needs to be established between cultural concentration (as you might find in the sprawling, multilevelled Quartier des Spectacles & Place des Arts complex) which is easily accessed and integrated into a high-density urban tapestry, as opposed to the Olympic Stadium site, which seems accessed for the most part via the Pie-IX Métro station and lacks other key services around the site as you might find downtown. It’s tricky, but consider the distribution of universities and how they anchor four distinct parts of the city, or how the Montreal Museum of Fine Arts defines what remains of the Golden Square Mile. Moving the MMFA to any other location seems irresponsible, perhaps inasmuch as moving hockey away from the Forum led to a prolonged, highly localized depression on Ste-Cat’s West.

The situation at Chaboillez Square (the historic name for the large open space where the Dow Planetarium was built in the mid-1960s) is fascinating and particular. While Heritage Montreal has listed the building as threatened and historically valuable, the neighbourhood around the square changes and modernizes dramatically. In an area once defined by industry and poverty, new institutions and neighbourhoods have sprung up. The Quartier des Multimedias, ETS and new residential developments on Notre-Dame and St-Jacques are slowly transforming the area immediately south of the Central Business District, and this area will likely become highly gentrified over the next few decades. The focus on high technology jobs and recycling old buildings has given the sector a noticeable aesthetic, one which is particular to Montréal. That being said, there is a dearth of cultural space, community infrastructure (such as public schools, parks, playgrounds etc) and large, open green spaces. Chaboillez Square, or perhaps a heavily remodelled version making use of space above highway on and off ramps, could support these activities for a new neighbourhood.

Consider it for yourself: here is a link to a bird’s eye perspective from Bing Maps. Compare the area being redeveloped with the large public spaces to the East and North and ask yourself what the future of Chaboillez Square ought to look like.

Montréal Métro Extensions – How to get around an impasse.

There’s been a fair bit of talk about extending the Montréal Métro of late in the English Press. Typical; now removed from the halls of power the English media spends its time twiddling their thumbs and dreaming about what could be, while Angryphones come out of the woodwork to demand Métro access to the West Island. I’ve said it before and I’ll say a million more times – no West Island residents should expect Métro extensions until there’s a West Island city, one with a tax-base as large as the cities of Laval or Longueuil. That or the West Island communities seek voluntary annexation from the City of Montréal. Then, and only then would the citizens out there be in a position to demand Métro access. I personally think a Highway 40 corridor Métro line from De la Savanne station to Fairview (and possibly as far as Ste-Anne-de-Bellevue) would be an excellent way to cut back significantly on vehicular traffic on our major highways. However, such a new line should be mirrored on the eastern side of the island, such as with the recommended Blue Line extension to Anjou. That said, residential development on the eastern side is oriented on a more North-South axis than on the West Island, and thus the proposed Pie-IX line (running from Laval or Montréal-North south to the Centre-Sud/HoMa district) would likely handle more passengers than any West Island extension (but only if it in turn were connected to East-West lines at multiple points).

While an unfortunate number of people have complained the 2009 MTQ proposal (above) is ‘too focused on the East End’, I look at it as focused primarily on where the population density seems to be high and increasing. There are more than 400,000 people living in Laval and another 700,000 people living on the South Shore (spread out over several municipalities, with an estimated 230,000 people living in Longueuil alone). Moreover, there are 85,000 people living in Saint-Laurent borough and another 125,000 people living in the Ahuntsic-Cartierville borough. In total, the proposed extensions as demonstrated above could potentially serve almost 1 million people directly and indirectly.

So while it is nice to dream about ideal systems that serve the entire metropolitan region, or at least serve the City better, we need to consider what the government is proposing seriously.

What’s unfortunate is that this plan now seems to be in jeopardy, given that the respective mayors of Longueuil, Laval and Montréal had to take out full page advertisements in the local press some months ago announcing why their city should benefit from expansion. I’ve said it before – sicking the mayors against each other isn’t going to achieve much. The entire system needs to be expanded until the whole region is eventually covered. In essence, we need to follow the same planning philosophy used to design the Paris, New York, London or Moscow subway systems, wherein the project is considered incomplete until near-total coverage is achieved. We won’t grow nearly as quickly unless the Métro develops in such a fashion so as to increase transit efficiency within the region. Montréal’s successful urban communities wouldn’t be nearly as successful as they are if it weren’t for the fact that they have Métro access. It is crucial for expansion and development.

In sum, we need to start planning as a unified metropolitan region wherein the interests of all citizens are considered simultaneously. Métro line development cannot be a reward for political loyalty. We’ve come a long way from the nepotism of the dark ages under Maurice Duplessis, so when the provincial government finks out and pits the suburbs of Montréal against the City for an individual line extension, the citizens of all communities must demand an end to such ridiculous partisanship. We can’t continue on like this. This is why our city is broken.

And just a reminder – completing the project illustrated above is pegged at 4 billion dollars. Cost of the new Champlain Bridge has been estimated at 5 billion dollars. Is it me or would it not be smarter to use that money to complete the proposed Métro expansion, and then spend a billion dollars renovating and improving the existing Champlain Bridge? A new Champlain Bridge will accommodate about 156,000 vehicle crossings per day. With this expansion, the Métro would be able to accommodate over 1.5 million passengers per day, which in turn will free up space on the highways, bridges, tunnels, buses and commuter trains, possibly even allowing some buses to be re-purposed to new routes, further improving the public transit system here in Montréal. To me it’s a no-brainer. What do you think?
