Nine Reasons Why the Métro Blue Line Won’t be Extended Above Ground

Last Wednesday Denis Coderre was musing about public transit expansion and improvement when he let slip that he thought it might be possible for the Blue Line’s projected expansion to be moved outdoors.

His argument was simple Рthe average cost of at-grade light rail is roughly a quarter of what it would cost to extend the M̩tro underground.

And this is true, to a point.

However, there are several reasons why the Métro cannot be expanded outdoors, which I’ve listed here:

1. Our Métro trains aren’t designed to be used outside. This is true of the existing Métro trains as well as the new Azur trains (production of which has been delayed six months because the automated control software doesn’t work – the trainsets were ordered in 2010); ergo, if the Blue Line were extended above ground, the line would require an entirely new set of trains designed with outdoor operations in mind.

2. It’s because the system is ‘sealed off’ from the elements that we’ve been able to get so much service out of our Métro trains. The oldest trains have been in service since 1966. They would not have lasted nearly as long had they had to contend with snow, slush, corrosive road salt etc. (not to mention the wear and tear on the exposed tracks and the problems inherent with using an electrified third rail at ground level). We want the Azurs to be inservice even longer than the MR-63s and MR-73s – exposing them to the elements they weren’t designed to encounter will likely result in a shorter operational lifespan.

3. Alternatively, it is possible that an entirely new train be created to operate both inside tunnels and above ground, and this hypothetical train could operate exclusively on the Blue Line. This would be expensive. It would also prevent any future ‘interlining’ initiatives (wherein trains could hypothetically switch lines while in operation, offering more potential routes) and eliminate an efficient aspect of the Métro’s original design. If the whole reason behind considering the above ground extension option is cost effectiveness and efficiency, this is the wrong way to go about it.

4. Subterranean mass transit systems are subterranean for a reason. Usually, the presence of buildings above ground is the chief motivating factor for burrowing underneath. This is pretty elementary. It’s also why subway systems are typically found in the most densely populated parts of the city. So we need to ask ourselves – where is this above ground extension supposed to go? The AMT’s plan has been to follow Jean Talon Boulevard east from Saint-Michel station towards a likely terminus at the junction of highways 40 and 25 at the Galleries d’Anjou. If it’s too expensive to tunnel underground, how expensive will it be to expropriate the land necessary for a new above ground rail line?

5. Alternatively, if the above ground extension were to be simply a tram line running on Jean Talon Boulevard, why go to the trouble of integrating it into the Métro system? Call it a tram and have people transfer onto the Métro at Saint-Michel. Again, if keeping costs down is the ultimate goal, creating a Métro line that requires its own trains and operates both as a subway and a tram is not the way to go about it. It would require a substantial investment in new technology and infrastructure, and the Blue Line simply doesn’t generate enough traffic to merit it. The Blue Line is underused – it is the only Métro line to use six car trains rather than the standard nine car trains.

6. Trams are fundamentally different from the Métro and have different service expectations. Our Métro trains don’t have to contend with traffic, their routing and speed is centrally controlled by a computer. Unless the tram line is grade separated or otherwise runs on an express right of way, it would have to deal with traffic congestion on the street it runs on. Automated controls wouldn’t work with half the line having to deal with street traffic. Again, this would be an expensive alternative to what’s already assumed to be too expensive.

7. The mayor is right to be thinking with an eye to efficiency. Yes, tunnels are expensive and yes, light rail systems offer an efficient alternative. There’s considerable interest in developing a mass transit system based on standard gauge railways – which Montreal has in excess – and, based on the most recent news, will be building more of. Light rail’s main advantage is that it uses the same tracks used by heavy rail – freight, passenger and commuter – but can also be integrated into the existing roadway network. The other advantage is that a hypothetical light rail system would likely be electrically powered by overhead wires, the same method currently favoured by the AMT for its commuter rail lines. But integrating light rail with our existing Métro system would likely be a step too far, presenting a multitude of new costs. For this reason we should be prioritizing tram development over the Blue Line extension generally speaking.

8. But this doesn’t mean we should rule out the Métro altogether. If the province has earmarked $1 billion to be spent on the Métro, spend it on system improvement first. Before expanding, we need to assess what we have and bring it up to the highest possible standard. If there are deficiencies in the current system design, fix those defects first. Consider how few of our Métro stations are universally accessible. Or the complete and total lack of public washrooms. And let’s face it – some of our stations are downright ugly and most are aesthetically dated. Renovating and improving what we have could help encourage greater use and fundamentally, this ought to be our primary concern. Moreover, is the Blue Line the most deserving and requiring of expansion? Wouldn’t it be more effective and useful to close the Orange Line loop instead? Or to improve the tracks so as to permit line-switching, in turn allowing for express Métro trains?

9. And if the money is to be spent specifically on the Blue Line, wouldn’t it be wiser to increase the line’s usefulness? One of the reasons I suspect is responsible for the generally lower usage rate and smaller trains on the Blue Line is that it doesn’t connect directly to the downtown core, but rather serves to move people to either side of the Orange Line. Originally, the Blue Line was supposed to be connected to the Mount Royal Tunnel at Edouard-Montpetit station, permitting Métro users to transfer onto commuter trains underground for the five minute trip to Gare Centrale. If there was ever an improvement to make, this is it. It would give the Blue Line an entirely new raison-d’etre, cut down on passenger congestion on the Orange Line and Parc and Cote-des-Neiges bus corridors. Most importantly, it would provide an excellent impetus to Blue Line expansion in both directions, given that the Métro primarily serves to move citizens between the urban first ring residential neighbourhoods and the Central Business District.

Now, all that said, a few things to consider. The Blue Line extension project was a PQ initiative and so far all it is is a feasibility study whose results are due later on this year. The AMT is not actively planning a new Métro Line, just doing a study on an extension project that dates back to the mid-1980s. I’m not sure what it is they’re studying for the umpteenth time. The current Liberal government is not actively pursuing the Blue Line project – the official line is ‘wait for the feasibility study’.

Light rail seems to have a bright future in our city – based on the recent ‘agreement in principle’ with the Caisse de Dépot et Placement concerning infrastructure project financing, rail systems will be prioritized in the near term (such as the Train de l’Ouest) and light rail will hopefully be integrated into the new Champlain Bridge and airport express projects. Light rail is an attractive and generally uncomplicated option.

So let’s not re-invent the wheel trying to integrate outdoor rail systems with a very unique subway.

I don’t think we can handle any more feasibility studies.

Austerity Measures & Bad Design in Montreal Public Transit

And now for something completely different...
And now for something completely different…

Not exactly the kind of news regular users of Montreal’s public transit system want to hear, but it looks like the city’s public transit agency is facing a budget shortfall of $20 million, and this apparently is going to result in service cuts – the first since the late 1990s despite increased usage. The city recently tabled it’s 2014 budget, which includes $12.5 million for the municipal transit agency, but this apparently isn’t enough to keep up current service rates according to STM President Philippe Schnobb.

Thus, cuts will focus on evening and weekend bus service, promotions and general cleanliness and maintenance.

I find it surprising that there’s money for new uniforms, however. You’d think the STM would use that money to keep buses moving and our Métro stations clean, given that it’s ridership that provides the primary revenue stream. Cutting back on the availability and quality of the principal service provided by the organization while spending money on new uniforms seems like a piss-poor idea to me. This wouldn’t happen in the private sector. Can you imagine the outrage if Air Canada cut back on flights and the general maintenance of their aircraft in a move to save money, all the while repainting the airplanes and buying new uniforms?

I guess that’s the key difference between the private and public sectors. Taxpayers aren’t shareholders, though we should be considered as such.

Above is a good example of why austerity measures don’t really work. It starts with cuts to cleanliness and maintenance, then security, and before you know it you’ve got the NYC Subway in the 1980s – filthy, unappealing, covered in graffiti and requiring police K9 units to maintain ‘law & order’. We shouldn’t follow their example. Rather we should learn from their mistakes.

Perhaps it’s political. Maybe there’ll be a back and forth and one day in a few weeks Mayor Coderre comes out and says, as a result of his fiscal prowess, the remainder of the STM’s budget shortfall will be covered by the city.

But I won’t be holding my breath. A 3% cut to service is just small enough it won’t result in mass demonstrations. Just frustration from the people most dependent on public transit, an unfortunately politically inconsequential demographic it seems.

I don’t know why they didn’t consider raising the fare. I think most public transit users would pay more to ensure, at the very least, that there are no cuts to upkeep, cleaning and maintenance.

It’s hard enough to keep our Métro stations and buses looking good – they need to be cleaned and maintained regularly or else they fall into disrepair. Haven’t we learned anything from the Champlain Bridge? Never cut back on regular maintenance – the problem not addressed today will be even more problematic tomorrow.

I included the photo above as an example. Métrovision is actually running ads boasting about the total number of screens installed throughout the system, but as most regular users will tell you, many of the screens seem to be defective. I took the above photo at Vendome a few nights back – each screen was similarly defective, some had those annoying black spots, evidence of someone having hit or thrown something at the LCD screen. At Lionel-Groulx all four projectors weren’t working on the upper deck of the station – they haven’t worked for months. At Guy-Concordia and Bonaventure the situation was much the same as at Vendome – the screens have either been busted by vandals and/or the image doesn’t display properly.

And the STM is going to cut back on maintenance?

I’d be less concerned if it weren’t for the STM’s ‘half-assing it’ approach to improving the public transit system we have. The Métrovision screens are just one example of a good idea so poorly and inefficiently executed it makes me wonder if it wasn’t done on purpose so as to ensure the need for long-term maintenance contracts. Then there’s the Métrovision screens installed behind concrete beams at Snowdon Métro, meaning it can only be seen if you’re standing directly underneath it (see photo at top). Another example, the new bus shelters at Lionel-Groulx. The STM built what I can only describe as the world’s most ineffective bus shelter:

Now, if Montreal were located 1,000 km south (and the average Montrealer stood ten feet tall) this might not be such a bad design. But such is not the case, and this is apparently, actually the best the STM could come up with.

If this is what austerity gets us, it would be best not to build at all. These shelters are useless, primarily because they don’t provide much shelter. It’s really just that simple.

I’d prefer the STM stops putting up fancy new bus shelters with interactive advertisements and just focus on making what we already have work better. Figure out a way to get rid of the slush accumulating in Guy-Concordia. Try to eliminate the pervasive stench of urine at Bonaventure. Encase all the TV screens in a plexiglas container (why wasn’t this done from the start?). Run more buses, run the Métro later etc. And for Christ’s sake – install some public washrooms!

Now, that aside, a few questions I have re: advertising.

Recently, I was dismayed to find Sherbrooke station, and several others, looking like this:

Barf.

Again, who the hell at the STM thought this was a good idea?

If only I could nominate this for the worst advertising campaign in the Métro’s proud history.

I feel it demonstrates a profound lack of respect for the general aesthetic and architecture of the stations (let’s not forget, each was designed by its own team of architects, features its own art, layout etc.), not to mention serves as an excellent demonstration of how we treat our public spaces. That is, cheaply.

This is cheap, that’s the only word for it. We may as well cover all the station walls with cork board and hang staplers on the wall. Is it any wonder we also have to contend with vandals going out of their way to destroy what we have? If the people who run the system don’t appear to be terribly interested with keeping things presentable, how can they expect the people to treat it any better?

Isn’t there a slightly better way to generate advertising revenue than by pasting over the walls of our Métro stations with uninspired marketing gimmicks?

It doesn’t make any sense really. The STM is aces when it comes to designing their own branding, instructional and promotional materials, and I’d argue both the vehicles and the systems are all very well designed indeed. But when it comes to infrastructure, the simple stuff in the grand scheme of things, the STM proves to be maddeningly inconsistent. From garbage cans to benches, bus shelters to tunnels, advertising space, PA systems and TV screens, the STM has demonstrated a lack of imagination at best and incompetence at worst.

But as always, there are some interesting solutions to consider if we open ourselves to alternative ways of thinking.

Take for instance, the TESCO virtual supermarket found in the Seoul Subway.

There’s no question advertising is a key component of the STM’s overall plan to generate revenue, but it doesn’t have to be so much of the same old thing. As technology develops, advertising can move into interesting new territory. Take the above example. Rather than merely advertise a grocery store, TESCO brought the supermarket directly to the consumers as they wait to commute home at the end of the working day. Using your smartphone you simply scan the items you wish to purchase and place your order with online payment. The order is delivered by the end of the day. In time, developments such as a virtual store app linked to a credit or debit account could render the payment process automatic, and data provided by the user, the subway system and the smartphone could facilitate even more efficient delivery methods, timed to coincide with just after the user arrives home. The possibilities here are endless.

The TESCO virtual store model isn’t just impressive for its efficiency and the service it offers its customers, it’s also the best kind of advertising I could possibly imagine because it actually does something – it responds to my needs rather than telling me how a given store will satisfy my needs like no other. In terms of supermarkets and pharmacies the tired old pitch of incredible savings borders on the absurd (think about those idiotic Jean Coutu ads you hear on the radio set to the tune of Eine kleine Nachtmusik; ah, the refined elegance of simply unimaginable savings potential at my local chain-pharmacy! Gimme a break.)

I’d much rather have something like this serve as an advertisement. Something tells me you could easily justify slightly higher advertising rates in doing so. The STM shouldn’t wait for good design in advertising, they should push innovation in design as part of the broader image of the city as a design hub. Innovation of this type improves the overall experience enjoyed by public transit users due to the potential to save people the legitimate hassle of having to schlep to the supermarket. Yes it’s advertising, but it also provides a useful service too. It doesn’t surprise me in the least that the South Koreans would be on top of this – generally speaking the mass transit systems of the Far East are prized by the citizenry, immaculately clean, punctual – a sign of modernity and progress to be enjoyed by everyone. Including a virtual supermarket in the South Korean context is simply the next step in providing an even more exceptional customer experience.

The Montreal Métro came into being eight years before the Seoul Metropolitan Subway commenced operations in 1974. Today we have a modest improvement of the original model and Seoul boasts the world’s largest, most comprehensive and most used subway system. Whereas we are complacent in our approval to cut back on station cleanliness and allow the provincial government to dictate how and when our Métro will be expanded, the Seoul system is internationally recognized for its polished look, air-conditioned cars and 4G LTE and WiFi service, in addition to overall ease of use.

We designed one of the world’s best mass transit systems over a decade before the South Koreans, and have pretty much rested on our laurels ever since. Today we’re riding 40 year-old trains and they’re operating a system generations ahead of our own.

I suppose it’s all a matter of priorities…

Endeavour II – Gliese 581d

So it’s confirmed. A mere 20 light-years away is a planet orbiting the Red Dwarf star Gliese 581. It is situated within the so-called ‘Goldilocks Zone’ and thus can likely support life as we know it, being the perfect distance from the star so as to be just warm enough. France’s CRNS has developed computer models which suggest a habitable temperature zone with a dense and stable carbon dioxide atmosphere, likely with rain, clouds and vast oceans. This planet may be in an early stage of development, but the discovery is extremely encouraging.

And unfortunately, the number of people who fully comprehend the implications of such a discovery seem to be quite small to me. You don’t have to look very far either; consider how many Americans believe the Theory of Evolution to be utter nonsense, or better still the number of Americans who believe the Sun revolves around the Earth, or that the Earth is flat. Consider the Obama administration’s decision to cut funding to NASA while straight-facing the ‘don’t worry, corporations can handle this’ response to the incredulous scientific community.

I personally doubt any consortium of private interests will be able to throw the full weight of the State behind a ballsy project like trying to confirm life can exist elsewhere in the universe. It takes charismatic leaders with a lot of coin and resources to put man on the Moon (which we haven’t done since Apollo 17 and have only done 6 times in total. In other words, no one has set foot on another planetary body since the early-1970s, under Nixon, the same guy who authorized the Space Shuttle project, the Clean Air Act and founded the Environmental Protection Agency – just sayin’).

If the Apollo program had been continued to accomplish the third and fourth phases (planned in the mid-1960s), man would have established moon bases in the late 1970s and would have further completed several manned fly-pasts of Venus. Accomplishing these additional tasks (more info on cancelled Apollo missions here, and more info about the Apollo Applications Program can be found here. Imagine how much more we might have accomplished had this been the case. Instead, it seems that we’re retreating away from the vast ocean of space, retreating into our caves, scared by the brilliance of the potential of human achievement. Sometimes I feel we’ve become a species of cowards, afraid to try and commit to the innovative and to understanding the mystery of our existence. If you can’t be amazed and thrilled by the limitless possibilities inherent in staring up at the night sky, what will it take to make you dream?

Have we forgotten how? Or are we just too lazy?

Pretty Fucking Lame – A new Old Port beach for 2012

Andy Riga at Metropolitan News put it succinctly, how lame is an Old Port beach where you can’t swim?, and I couldn’t agree more. I’ve brought up the issue of the lack of public beaches on-island before, and the Old Port Corp’s recent proposal to construct a ‘no-swimming beach’ is a penultimate example of lack of ambition.

I think we’ve got a weird creativity problem coming from the semi-corporate, semi-public-interest corporations running our primo public space. They offer a bland foreign substitute when they ought to be pushing to fix significantly larger problems. Once again, a problem – lack of public beaches – which could necessitate a fantastic response – a metropolitan plan to clean our local waterways and rehabilitate the beaches which occur naturally on-island. And once again, a complete lack of vision.

As you can see above, this new ‘urban beach’ is destined to be situated at the eastern tip of the Quai de l’Horloge. Currently, the area is pretty run down, not having been renovated since, by the looks of things, the early 1990s. Most of the beach would extend down the inner side of the Quai’s marina, offering a pleasant view of the Old Port and many ostentatious yachts. If they construct a new pavilion at the end of the Quai, with appropriate facilities, I don’t see why anyone wouldn’t go there. It may quickly become a douche-bag/white-trash repository with juiced-up muscle-heads parading around ceaselessly with popped-collars and rococo-Catholic tattoos, but hey, just because that’s exactly what you’ll find at the;

5. The Orange Julip
6. For some reason the Oratory?

doesn’t mean it will necessarily happen in the Old Port too, right? That would be pretty fucking lame.

Maybe you run this risk in every place people congregate, but it seems as though a beach without the possibility for swimming is basically a place where you get drunk while sun-bathing. And if you can’t cool-off by taking a dip, then your just going to drink. I’m no teetotaler, but we should think this one through. Off the bat it doesn’t seem like it’s going to be family-friendly, and that’s where the money lies. But perhaps I’m taking liberties; there’s no reason to think that this new development would be treated any differently than the rest of the facilities, restaurants, pavilions etc throughout the rest of the harbour-front. In my opinion, they do generally good work – so here’s hoping it succeeds.

Ultimately, any new development in the Old Port is probably worth it, and this area could use a renovation, and this one is as good a plan as anywhere else. It has worked in Paris, though I feel the Parisian example is significantly better connected to the urban traffic dynamic. This beach is planned for the end of the Quai, in an area which is otherwise used for parking. That being said, it’s not isolated when you consider it in relation to the placement of other facilities along the linear park – in other words, it could be a ‘pole of attraction’ designed to stimulate increased traffic at that end of the Old Port, an area which is currently being redeveloped with high-density residential housing.

The big problem with this kind of development is that it’s so simple, so unimaginative. Aside from the fact that it’s an imported idea, it doesn’t consider the bigger local issue, which is that we live on an island that once had numerous natural, largely public beaches and clean water to bathe in. Now we don’t.

We’ve shut ourselves out of an interesting industry – resort tourism – as a result. Consider how many other cities built along rivers have almost immediate access to large public beaches, boardwalks and resort, beach-side communities. New Yorkers have access to this, as do Cariocans; hell, even Londoners can escape to Brighton! But we’ve lost our beaches as a result of our previous industrial development. It also doesn’t help that Lac St-Louis is sort of a collecting pond for industrial waste and pollutants coming down from the Great Lakes, and so instead of planning and creating funds to clean our river and lakes, we announce cheap imitations with great fanfare.

As I said, pretty fucking lame.
