In my estimation and opinion, there’s no better demonstration of Bill 101’s flaws than the current local controversy concerning the project to settle Syrian refugees, and the Quebec government’s outright refusal to allow Anglophone school boards from participating.

The situation is as follows: Quebec is going to receive 7,300 Syrian refugees as part of the Trudeau administration’s larger plan to settle 25,000 refugees in Canada between now and next Spring. The lion’s share of that number will come to live here in Montreal. Roughly a third of that number will be children. The Quebec government has asked the province’s Francophone public school boards, as well as some private schools, to assist in this endeavour.

Quebec’s Anglophone schools are prohibited from assisting in this humanitarian project because, according to the Charter of the French Language (also known as Bill 101) all immigrants to Quebec must place their children in Francophone schools. Full stop.

In purely practical terms the situation is illogical to the point of absurdity. Montreal’s French public schools are in poor physical shape due to generations of financial mismanagement and several have been closed without replacement. As such, over-crowding is a consistent problem for the city’s largest Francophone school board, the Commission Scolaire de Montréal (CSDM). Incidentally, the CSDM (for myriad complex and inter-related reasons I won’t get into here) has a generally low overall performance rating and the highest dropout rate in the province. Meanwhile, the city’s Anglophone schools are so underpopulated at least one board is preparing to close several of its schools in an effort to cut overhead costs. Of the city’s five on-island school boards, two have a surplus of space and resources and could easily handle the load. They are the city’s two English-language school boards.

Bill 101 was created to protect the French language in Quebec, Canada’s historically majority Francophone province. There are 6 million Native Francophones in Quebec. There are fewer than 600,000 Native Anglophones. Bill 101’s mandate that the children of immigrants to the province be educated uniquely in French was intended to ensure French-language dominance in minority communities, at least in part to compensate for the declining birthrate amongst Francophones at the time the bill was enacted. And there’s nothing inherently wrong with that; the problem in my view is that the Charter of the French Language is considered sacrosanct by the province’s political elites and can’t adapt to the province’s current linguistic reality.

What’s particularly absurd here is that situations such as this demonstrate Bill 101 is incapable of adapting to its own success. If there was a legitimate concern Quebec was becoming ‘too English’ in the late 1970s, then Bill 101 has succeeded in eliminating that threat fully and completely. The cultural supremacy of the French language is evident province-wide and especially in the province’s largest city, which is perhaps somewhat paradoxically where the majority of the province’s Anglophones happen to live. The number of Quebec Anglophones educating their children in French, and in turn the level of bilingualism among that population, has been steadily rising for generations. Quebec’s Anglophone school boards have adapted to the linguistic realities of the province and the inherent benefits of multilingualism; the Lester B. Pearson School Board, metropolitan Montreal’s second largest Anglophone board, offers bilingual education as a minimum in all of their schools, with the number of full French immersion programs steadily increasing.

In other words, not only do Montreal’s Anglophone school boards have a surplus of space, teachers and other resources, they could also theoretically offer full French language education to Syrian refugees as well.

And yet, according to the Couillard Administration, this is impossible.

And on top of all of that, Bill 101 has a humanitarian clause that would allow the government to suspend aspects of the Charter of the French Language on humanitarian grounds. Evidently, the Couillard Administration does not consider the Syrian Civil War a crisis worthy of invoking the clause.

If settling refugees from the worst civil war since the breakup of Yugoslavia isn’t clause-worthy, what is?

What remains unsaid is all that is unfortunate and dehumanizing about Quebec language politics. Though a degree of cultural and linguistic separation predated Bill 101, the cultural segregation of public education in Quebec was solidified after the bill was enacted, and re-affirmed in the wake of the 1995 Referendum when Quebec abolished religious school boards (some of which offered services in both languages) and replaced them with linguistic ones. Though countless jurisdictions worldwide have eliminated segregated schooling and have embraced multilingualism and multi-culturalism, modern Quebec thinks itself to be exceptional, and that even placing Francophone or immigrant children within proximity of Anglophone children would strike a debilitating blow to the linguistic supremacy of French in Quebec. Consider that despite years of over-crowding in the Francophone sector, and simultaneous years of steadily decreasing enrolment in the Anglophone sector, there is but one jointly administered and semi-integrated school in the entire City of Montreal (FACE school is for ‘gifted students’ and has a population of 1400, it has earned a reputation for being one of the best in the city and yet, for reasons quite beyond my comprehension, stands alone).

Despite volumes of scientific, linguistic and cognitive studies that have proven bilingual education works and makes for smarter children, Quebec vigorously opposes any and all opportunities for greater integration. As far as I’m aware there are no public exchange programs offered between linguistic school boards in Montreal, despite increasing numbers of Francophone parents wanting immersion exchange programs for their children, and the increasing number of Anglophone parents enrolling their children in French schools.

Bill 101 has had an overall pernicious effect on the quality of education in Quebec, to say nothing of how it has unfortunately served to perpetuate the cultural divisions of a less evolved era. We cannot be held hostage by antiquated legislation, and Bill 101 impedes this province’s development and social evolution by ever greater degrees with every passing year. It is profoundly discouraging that the Quebec Liberal Party feels it is politically expedient to court the sensibilities of hardcore nationalists and language supremacists by playing hardball on a humanitarian issue. What could they possibly stand to lose by allowing Anglophone school boards an opportunity to help integrate and educate Syrian children?

Think about the message the Couillard Administration is sending the Anglophone population of Quebec, a community that for the most part helped him get elected. He is saying we are either unfit or incapable of integrating immigrants into Quebec society, and that the threat of the English language is so great he’d rather put refugee children into over-crowded under-performing schools than the empty classrooms of the schools that taught Quebec Anglos how to speak French.

You can be forgiven for finding this whole affair rather annoying, though I will happily point out we’ve collectively never given as much of a shit about sewerage and sewage treatment as we do right now. Flushgate, as it’s come to be known, is single-handedly responsible for teaching Montrealers what the ‘Southwest Interceptor’ is, not to mention generating a very strong public reaction against the idea of dumping waste into the river.

So bully for us; we’ve collectively learned something interesting about urban planning (a notoriously ‘unsexy’ topic as the pundits will tell you) and have demonstrated, unequivocally, that we’re keen to de-pollute the waterways around the island. It’s Montreal’s dirty little secret – we’re generally of the mind the waterways around our island have been so terribly polluted by years of lax regulations and waterfront heavy industrial activity that we’ve shit the bed, so to speak, and ruined any chance at being able to go for a swim come summertime. Isn’t this why we don’t have any beaches…?

To recap the situation for anyone unaware: the City of Montreal wants to dump eight billion litres of untreated sewage directly into the Saint Lawrence River. Perhaps ‘want’ is the wrong word – the city argues it’s a necessity. But the city lacks the ‘sovereignty’ (if you will) to just up and do it, and so it consulted with both the provincial and federal governments.

The general consensus among environmental scientists is that, while it’s generally speaking not a good idea to dump raw sewage directly into the water supply (and we get nearly all of our drinking water from the river), Montreal lacks the infrastructure to do anything else given it needs to empty a sewage collector in order to execute necessary infrastructure work as part of the Bonaventure Expressway renovation project.

Three days before the federal election, then Environment Minister Leona Aglukkaq signed a ministerial order cancelling the planned dump, so that an independent environmental assessment could be conducted to determine what if any effects this might have on fish reproduction around the island and downstream (and by the way, there’s nothing like being on verge of losing a federal election to get a chain-smoking Tory do-nothing cabinet member to suddenly take her job very seriously, but I digress). And so, even though Montreal’s assessment was that it was a necessary evil that wouldn’t ultimately do much harm to the local environment (and the provincial environment ministry agreed with that assessment), we nonetheless had to wait for Ottawa to confirm what was already known.

And as of the day of this writing Canada’s new environment minister, Catherine McKenna, has given Montreal a conditional green light to dump the waste. The conditions are principally that Montreal develop a contingency plan and increases both the quantity and quality of its environmental monitoring during the dump. The dump is set to commence in the evening of November 10th 2015.

An alternative solution, proposed by the environmental group Fondation rivières, argues that tanker ships should transport the waste and, conceivably dump it out in the Atlantic, where the waste would dissipate over a far larger area. I can’t imagine this could be done cheaply, and I don’t think there’s any port infrastructure designed to pump sewage onto tanker ships (because why?).

The waste, by the way, is mostly human in origin, and not industrial (which, as far as I know, is treated differently). So if the ‘tanker option’ were explored, someone would have unenviable job of cleaning out several tanker ships’ worth of human waste residue post-dump.

The Environment Canada report issued on November 6th indicated that if the dump takes place before the annual winter freezing of the river, then it will likely not have any particularly deleterious effect on local fish reproduction. Also, given the strength of the current, the waste likely won’t be concentrated at our island’s shoreline, but will be dispersed downstream.

Again, it’s far from ideal, but it won’t be an ecological disaster. Aside from these rare instances of raw sewage dumps (it’s happened twice before in the last 12 years), Montreal normally treats its sewage, and is one of the few major North American cities to do so. And of the wastewater treatment engineers who have been consulted (or otherwise have commented) on this issue, it seems that the immense volume of the Saint Lawrence River, in addition to the speed of the current, will pretty much ensure the waste water is diluted to the point it will be harmless. Dilution, as they say, is the solution.

Though Environment Canada favours the dump as a necessary evil, they also want the city to start collecting hard data so that the impact can be fully measured. Apparently this was not already the case, something I find rather alarming. Perhaps I’m naive, but I assumed the city would have already been conducting environmental assessments of this type. Environment Canada also indicated that, if the dump is delayed and the infrastructure work is put off, it may lead to more dumps at less opportune times in the future as a result of a system rupture that would be very difficult to contain.

This is the expert opinion on the matter.

The question is, where do we go from here, and what can we do to ensure we’re not in this situation again in the future?

The problem is that our municipal administration all too often seems to wait until the last minute to even attempt solving a problem, and further never seems to propose long-term, forward-thinking solutions to long-standing environment concerns. If sewage collectors are old and there’s concern they will break, we may need to do more than just emergency repairs whenever a problem develops. Perhaps we need to build new collectors. If our sewage treatment plant is incapable of fully treating sewage after a heavy rainstorm, or if it lacks the capacity to handle an increased volume from time to time, shouldn’t we consider enlarging the existing treatment facility, or building a new one altogether? And if our existing treatment facilities aren’t sophisticated enough to break down the chemicals found in human waste – the pharmaceutical residue we know is wreaking havoc on fish reproduction – then isn’t it time to invest in new technologies and new systems to better treat our waste?

And do we really have to wait for the province or federal government to intervene? Shouldn’t we be able to judge the local situation by ourselves? Shouldn’t we have strong local leadership on issues of importance to the local population?

Montreal may have North America’s largest wastewater treatment plant (third largest in the world, apparently), but it has only ever offered a basic level of treatment, whereas other cities with smaller treatment plants can do a better job of truly purifying wastewater. Having a large capacity system is certainly a step in the right direction, now we need to invest in upgrades and improvements. It isn’t an appealing topic of conversation and politically-speaking is basically valueless – no one remembers the mayor who poured public money into improving the sewerage system, it seems.

But Denis Coderre should take note: whereas not everyone in our city will benefit from a professional baseball team (or even be able to afford the tickets), everyone – literally everyone in Montreal shits at least once a day, and it’s toxic human shit that’s both closed all of our beaches and made fishing strictly ‘catch and release’.

A city on an island should provide access to a clean shore and waterways for the benefit of all citizens.

Sabotaging Viger Square

Here’s a hypothetical situation:

A city builds a park costing x millions of dollars with the intent to rehabilitate a given sector of its urban environment and cover over an exposed highway trench. It hires leading landscape architects and local artists to develop a master plan for the park and then sets about building it. At some point in time between the beginning of construction and the new park’s opening day, the city changes fundamental aspects of the master plan and eliminates others with an aim to lowering overall projected costs, claiming the initial vision developed by the relevant experts was too expensive.

The park opens and then for the better part of the next thirty some-odd years the city a) stops fully maintaining the park and b) actively sets about removing the park’s infrastructure – benches, garbage bins, picnic tables, fountains, lighting etc.

After thirty years the city proposes to demolish the old park and replace it with an entirely new park costing y millions of dollars because the park has become undesirable in the intervening thirty-year period. The city argues the park is considered undesirable because a semi-permanent homeless population now lives there, and that the solution to both the park’s undesirability and (somehow) the homeless camp is to spend public money on building a new park (and not a new homeless shelter).

This is the situation with Viger Square; the city of Montreal intends to spend public money building a new park to replace the one they – for lack of a better word – sabotaged. Though Denis Coderre seems to have backed off a bit after considerable public outcry from preservationists, urbanists and the family of one of the people responsible for Viger Square’s design, there’s little doubt in my mind the political intent is fundamentally misdirected. As of this writing the proposal presented at the beginning of June has been rejected, more or less at the eleventh hour, after Coderre decided the project was unsatisfactory. Still, he qualifies the park as ‘a bunker.’

Up until quite recently the city’s plan called for the destruction of a significant work of homegrown landscape architecture and sculpture to replace it with something banal and unimaginative at a cost of $28 million. This is your money. It was your money that financed the extant Viger Square as well. The idea that we should pay a considerable sum (think of how many new elementary schools $28 million could build) to tear down a fine example of local landscape architecture and sculpture so that the CHUM can have a nondescript ‘front yard’, and then further to lay the blame for the park’s disfunction on its design, rather than the city’s perpetual disinterest in adequately maintaining it, is simply inexcusable.

Without question renovation and rehabilitation is the best way forward for Viger Square, but this doesn’t mean starting from square one. Elements of the original design, such as a café kiosk, or a public market, could be easily integrated into what’s already built, and would serve to draw new interest to the square.

But what drives me up the wall is that the simplest and least expensive solution would be not to add anything at all; fixing Viger Square is as straightforward as making the fountains work, re-installing park furniture and picking out the weeds. While there’s considerable debate concerning the application of the ‘broken windows theory’ by law enforcement, the idea that a well-maintained urban environment serves to dissuade petty criminality and attract respectable public usage is fairly sensible. If we don’t want our parks and public spaces to become open air drug markets and homeless camps, then we need to ensure these spaces are well-maintained as a bare minimum. It’s common sense.

As is, Viger Square is roughly as well-maintained as Place des Nations, which is to say the grass gets cut and that’s about it. As I mentioned previously, someone had the bright idea to remove all park benches and cover over all the garbage cans. No wonder people don’t go there to relax and read a book. Neither of the large fountains, arguably the main attractions to the square, work, nor do the smaller drinking stations. Weeds grow through the cracks of uneven paving stones, metal drains are broken, a waterfall, long since deactivated, has been painted blue. The only flowers I noticed were planted along the periphery; inside the square there are no gardens to speak of. And the periphery is probably the square’s single greatest problem – cement walls disconnect the squares from the street and provide too sharp a distinction from the surrounding urban environment. Removing these could do a lot to change the park’s fortunes.

But if we want a sustainable solution to Viger Square’s homeless population, then the city should consider acquiring the former CHSLD Jacques-Viger, located in the SÅ“urs de Miséricorde Institute at 970 René Levesque East (a stone’s throw from Viger Square and the CHUM). The building is a threatened heritage site that was originally built as a convent and hospital complex, and was then used as a long-term care facility. This would be an ideal location for the CHUM’s public outreach programs, and could easily serve as a homeless shelter, and that’s ultimately what’s needed to make Viger Square inviting again. Closing the square for renovations will force the displacement of the homeless temporarily, but without better services and more beds to get the homeless off the streets, we’re either just delaying the inevitable return of homeless camps to Viger Square, or are displacing them to another public space.

Rehabilitating the square is a good idea, but we don’t need to reinvent the wheel. We do need to look beyond the mere aesthetics of the park, however, and address the core problem of lacking services for the homeless and transient population. This is why we should start thinking of Viger Square and the SÅ“urs de Miséricorde Institute as inter-related urban rehabilitation projects. As inexcusable as bulldozing Viger Square without acknowledging the city’s role in its demise is, it is unconscionable for the city to displace the only people who have made any use of it, leaving them to continue sleeping outside when a usable building stands just up the street.

Cabot Square Redux: not quite paradise, kind of a parking lot…

After about a year’s worth of work, Cabot Square re-opened to the public on Wednesday July 8th.

The major improvement involves two outreach workers who will now use the square’s renovated stone kiosk (vespasienne) as home base to provide services to the primarily Aboriginal homeless community that (up until the renovations began) called Cabot Square home. Whether this homeless population returns to spend their time in Cabot Square remains to be seen, but the mere fact that these outreach workers have their own workspace within the square is in and of itself a progressive step in the right direction. From what I’ve read, the kiosk will also serve as a café where the proceeds will support the homeless (or the outreach program that helps the homeless). This is also good – Montreal is well known for its dearth of coffee-purchasing opportunities…

Other improvements: apparently there’s daily programming (music, dance, theatre) organized throughout the summer, and free wifi. I have a greater interest in the latter rather than the former, but again, glad to see it and I hope these activities are well-attended.

However, as you can see in the above photo, much of the square has been covered over in a slick ‘water-permeable ground covering’ that looks an awful lot like asphalt and for that reason looks awful.

This is not to say that the square was completely paved over – just that too much of it was. The paved portion flows around ‘green islands’ – there are now several such ‘islands’ in the newly renovated square, sharply divided from the walking paths with large curbs that integrate a few benches and subtle anti-skateboarding dimples. Within the green islands, plants surrounding the bases of several trees. Elsewhere in the square, younger trees planted to replace those removed during the renovation are surrounded by small circles of wood chips.

There’s almost no grass per se, no flowerbeds either. In its previous incarnation, there were patches of grass and no physical barrier between the somewhat symmetrical paving-stone walking paths and the green space.

The new arrangement reminds me of a trip to the Biodome; nature in the new Cabot Square is ‘grade-separated’ – look, but don’t touch seems to be the overriding design philosophy, which is ironic given how Aboriginal politics often involves efforts to sustain our interactions with the natural environment (i.e. preservation with an aim towards common appreciation etc.)

While there’s no doubt the new Cabot Square is slick, clean and modern, it’s also much less of a park. It feels more like a transit point than an urban refuge, and this is odd given that there’s so much less going on around Cabot Square these days (i.e. the Forum closed in 1996, the Children’s Hospital just relocated and the square isn’t the major bus terminus it once was). Considering there are plans to increase residential density in the area by building more condo towers and apartment buildings, I figured city planners would have gone in a different direction, aiming to provide an urban refuge instead of a kind of shaded crossroads.

It occurred to me that the paved surface will certainly make the space easier to clean, and further allows city vehicles to drive around inside the square without ripping up the ground and grass. Except that these posts have been installed at every entrance and seem pretty solid. I’m not entirely sure what their purpose is… I think it’s to slow down cyclists.

Questionable Purpose

There’s a greater irony here: before the renovation Montreal police would regularly drive directly into the square and either park their cruiser near the statue or do a quick lap before heading back out. Tactics such as these are intended to intimidate and drive people away. It also destroyed the paths and and the grass. Municipal workers would do the same when they were ostensibly working at maintaining the square.

Now the square has a paved interior with wide paths and large curbs to ensure the division between green space and walking space, but these posts make it impossible for any car or truck to enter the square (and Montreal police pledged somewhat to treat homeless Aboriginals more like human beings).

One thing I noticed when visiting recently was the removal of shrubs, decorative fences and bus shelters that once ran around the square’s periphery. I completely approve of this, and wrote about the necessity of opening up sight lines in the past. The former arrangement of bus shelters and shrubs made it impossible to see across the space and for this reason made it an ideal location for homeless people to congregate (Place Emilie-Gamelin and Viger Square suffer from the same problem).

So that being the case, it makes me wonder if the homeless Aboriginal community (or any members of the broader homeless community for that matter) will return to the square.

The picnic tables have been removed, as have a number of park benches. Garbage and recycling has been moved to the periphery, largely at the entrances (in a move I could only assume was based on a recent STM decision to do the same with Métro stations, wherein garbage and recycling has been removed from platform level and relocated to receptacles located up near the ticket kiosks). This is one of those ideas that’s good in theory but rarely in practice (i.e. people have about a 30-second tolerance limit to carrying garbage; if a garbage bin isn’t immediately available, they tend to just drop it on the ground).

And as to those anti-skateboarding dimples on the curbs? Again, useful in theory, but given that the entire square has been paved over, the whole square is now far more inviting to skateboarders than it was previously. Moreover, on all sections of the curbs that ramp up from ground level, there doesn’t seem to be any dimples at all.

Put it another way, when I visited the square last week, it was a group of skateboarders who were making best use of the space. I don’t think this is what the city had in mind.

Underwhelming

Here we see an example of one of the myriad ‘activities’ slated to take place in the square. I think this was for a caricaturist. Elsewhere there was a small group of somewhat depressed looking ‘street performers’ dressed like pirate-clowns; I’m assuming this was entertainment intended for children…

Again, more good stuff in theory, but only time will tell whether this actually leads to a major vocational change for the square. There seemed to be a lot of people working (ostensibly) for the city that day, and supporting this over the long term may prove problematic what with austerity budgets.

And here’s the renovated vespasienne. It looks great, but it didn’t look like the café component was fully operational. It’s unfortunate there’s no landscaping around the base of the edifice (no flowers or plants), as this gives the impression the vespasienne grew out of the pavement.

Perhaps the single biggest lost opportunity was the Métro entrance kiosk located at the northwest corner of the square, in that what is arguably the most problematic structure in the square was left as-is. The Métro entrance in the square was once very useful indeed – keep in mind Atwater was the western terminus of the Green Line for about a decade, and up until 20 years ago the Forum was the city’s primary sporting and concert venue. Thus, it was useful to have a large Métro entrance located directly across from the Forum to help manage the crowds. Ever since the Forum stopped being a important venue this Métro entrance hasn’t been particularly useful. It, and the long tunnel that connects it with the Alexis Nihon complex diagonally across the street, hasn’t been very well maintained and all too often stinks of piss.

And as such it will remain – I suppose getting the city’s parks department and the STM to cooperate on a city beautification project may have been a little too difficult to coordinate. Thus, the STM kiosk remains an oversized, underused and aesthetically disconnected element of the square. Had they removed it the square could have had an entrance from arguably its highest traffic corner. Instead, the structure remains as a lasting visual obstruction to what’s going on inside the square and will likely continue to serve as something of a homeless shelter in its own right.

At the end of the day it begs the question – is this really the best our city can do?

Rethinking Viger Square’s Rehabilitation

This is a bit late, but there’s a petition circulating I urge you to sign. We need to save Viger Square for demolition, as the city now intends to do.

In point form, here’s why:

1. Viger Square’s reputation isn’t reason enough to demolish it.

2. Demolishing the existing square doesn’t solve the homeless problem.

3. It doesn’t make any sense to spend $28 million to demolish the square and build a new public space when the existing square could be rehabilitated at a lower cost.

4. Rehabilitating the square is an opportunity to fully realize the original artistic vision of three prominent Quebec artists.

5. Doing so would likely eliminate all the factors that make Viger Square so generally undesirable to all but the homeless.

6. Improving sight-lines across the park by eliminating the outer walls of parts of the square, in addition to better general upkeep and better lighting is a subtler way of improving security and making the area more inviting. The original plan also called for permanent park fixtures, such as a café and public market.

7. Once the CHUM superhospital opens there will be a significant increase in the number of people living and working in the area, and the only reason why Viger Square became ‘homeless park’ in the first place was as a result of poor city planning resulting in local depopulation. In terms of serving as an important urban focal point, the new hospital will be as important as Gare Viger was a century ago.

8. To my knowledge, there’s an abandoned former convent up on René-Levesque which could be used as a large homeless shelter (it’s outlined in red in the photo above). Viger Square and Berri Square have the same problem – semi-permanent homeless populations that give both spaces poor reputations. Clearly what’s needed most is additional shelter space and social workers to help get these people off the streets, not an entirely new (but ultimately less interesting) public space.

Now, for those of you unfamiliar with Viger Square, it’s a bit of a local anomaly.

It’s underused public green space, a park many try to avoid in a city that generally values (and uses) its public spaces.

It’s also a radical re-thinking of landscape design, and the creative effort of three noted Quebec artists. That it has developed a poor reputation as a result of being associated with homelessness and drug use is not reason enough to destroy it: reputations can be rehabilitated.

The Coderre administration’s plan to spend $28 million to demolish Charles Daudelin’s Agora is shortsighted and unnecessary. Worse, it neglects the sad fact that the square was never completed to the original design.

Had it been, we likely wouldn’t be having this conversation.

Viger Square is a historic public green space; it’s been used as such since the mid-19th century, with its present boundaries taking shape in 1892. At the turn of the 20th century two major institutions took up positions on either side of the square – the École des hautes études commerciales on the Viger side (today a provincial archives building) and Place Viger (Canadian Pacific’s eastern Montreal passenger station and hotel, today a mixed-used residential, commercial and retail space) on the Saint Antoine side. At the time the area would have been bustling with activity, its immediate surroundings supporting a growing French Canadian middle and upper-middle class community.

The area’s high point occurred during the period 1898 (when the station/hotel opened) to 1935 (when the hotel closed) as Place Viger interacted closely with the park across the street, the hotel inviting guests to stroll ‘it’s vast gardens’. The train station would close in 1951 and the building was then sold to the City of Montreal to be used as office space. What destroyed the neighbourhood, so to speak, was the construction of the Ville Marie Expressway in the early 1970s. For whatever reason the decision was made to sacrifice the entirety of the park for the highway trench and then to build a new, modern, park atop the exposed trench.

This work was started in the late-1970s and completed in the mid-1980s. Modern Viger Square was designed as a public square in three distinct parts, set atop the highway to reclaim lost space. Have a look at Kate McDonnell’s photos of the site today.

Unfortunately, the citizens of Montreal never got the public space envisioned by Charles Daudelin, Claude Théberge and Peter Gnass.

The idea they came up with was to create an urban oasis, a place of refuge in the heart of the city. The original design included permanent fixtures, like a café and a small public market, as well as a comprehensive lighting scheme, and vegetation chosen to best interact with largely concrete structure.

None of this was ever implemented. The end result was perceived as cold and uninviting. Daudelin’s Mastodo fountain (in the western square) broke after a few months and never seems to have been repaired. Claude Théberges’ Forces fountain (in the central square) hasn’t been turned on in years. In the late 1980s the redesigned Viger Square began to attract a semi-permanent homeless population, one which exists to this day (the great irony being that the square would indeed serve as a refuge, albeit in an ‘out of sight, out of mind’ kind of way for the homeless).

For too many years Viger Square was the public space the city tried its best to forget about, but now that the CHUM superhospital is taking final form and the surrounding land values have increased there’s increased interest to invest in city beautification projects in this specific area. I suppose the city is trying to avoid the embarrassment of an opening-day ceremony taking place next to the city’s premier homeless camp…

Thus, the Coderre administration has come up with a plan to knock down Agora (the collection of raised concrete ‘boxes’) and radically transform the Daudelin and Théberge sections of Viger Square. Conceptual renderings of the proposed new space can be seen here.

This is a terrible idea.

For one the new design is completely uninspired. Whereas Daudelin, Théberge and Gnass came up with an original (though not fully realized) idea for an urban sanctuary, the proposed redesign is flat, banal and too open. Though the city intends to keep the Mastodo sculpture, it looks like it will be moved and decontextualized. As originally conceived, the Mastodo fountain arrangement was supposed to fill a channel with water, collecting in a pond adjacent to a ‘water wall’. In a similar vein, the Forces fountain was to demonstrate water ‘breaking’ through several granite pillars. It’s all quite avant-garde for landscape design, but because the city doesn’t want the homeless bathing in public fountains none of us get a chance to appreciate it as originally conceived.

And this is what brings us back to square one – bulldozing Viger Square and transforming it will make it a less desirable location for local homeless, but it does nothing to solve the homeless problem.

The Royalmount Project and 24hr Shopping

Two big retail related stories from the past week. I’ll discuss in reverse order from the title above.

First, the province of Quebec will now allow retail businesses in Montreal’s downtown core to set their own hours, the idea being that there’s some kind of late night shopping potential retailers have been missing out on.

Second, a colossal shopping/entertainment/office/hotel complex intended for the former Town of Mount Royal industrial sector at the intersection of the Decarie Expressway and Highway 40. From the people who brought the Dix-30 development to Brossard come it’s much larger on-island counterpart. Carbonleo, the firm behind the Royalmount project, explains that Montrealers currently have to go to Brossard or Laval to get the same experience, though for the life of me I can’t think of too many people I know who will drive to Laval to buy some slacks…

Thoughts:

On the subject of businesses being able to set their own hours – brilliant. Why wasn’t this already the case?

And why does the city of Montreal need to province’s permission to grant businesses this right?

This aside, the plan essentially allows businesses in the ‘tourism districts’ of the Central Business District to operate on a twenty-four schedule, should they choose to do so. If this means more restaurants and cafés will be open late, great. If there’s potential to increase retail sales, I suppose this is great too, though I doubt this means we’ll be able to shop at Simons or Ogilvy at 3:00 AM anytime soon (and I doubt late night shopping opportunities in Old Montreal or Chinatown will make much of a difference either).

Either way, at it’s core this is a good move if for no other reason than it gives a number of small enterprises a greater degree of operational freedom. Couple it with loosened restrictions on drinking hours and who knows, maybe we’ll create a trend of drunken impulse clothes shopping (note: the measure specifically excludes bars… vive la laicité…)

But let’s not kid ourselves, extended shopping and won’t solve the Central Business District’s late night lifelessness, and it doesn’t take a brain surgeon to figure out what’s missing.

Live entertainment is the key, and it’s what’s principally missing from too much of downtown Montreal. I can’t help but think this might be a consequence of an over-emphasis on branding certain geographic areas as ‘entertainment and tourist zones’ that wind up attracting Sergakis-style sports bars, tacky nightclubs and American-style theme restaurants.

The great irony is that the neighbourhoods that really come to life at night are just that, neighbourhoods. The first ring urban residential areas on the CBD’s periphery have many of the city’s best nightspots, restaurants and venues. If anything we should be trying to figure out better methods of getting tourists out of the CBD and into the ‘real’ Montreal of the Plateau, Mile End, Saint Henri (etc.), but I digress.

One thing to consider: when you look at old photos of Saint Catherine Street in its heyday of the 1940s through to the 1970s, you notice a lot of theatres, cocktail lounges, show-bars (etc.) lining the street. Entertainment ‘anchors’ brought Montrealers to this street, in turn supporting restaurants and bars for generations. Losing the theatres (a process that began in the mid-1970s) and introducing self-contained downtown shopping malls (which began in earnest in the mid-1980s) sucked a lot of the life out of the street. Lack of commercial rental controls and our unnatural, nearly inconceivable interest in American chain stores and restaurants ultimately conspired to produce the situation we’re currently faced with… a retail and entertainment thoroughfare that’s lost the charm and appeal that made it so famous. For tourists, a bit of a let-down… most of our ‘tourist zones’ offer little better than what you’d expect to find in just about any large North American city.

As to the Royalmount project, same problem. It’s inauthentic and doesn’t actually offer anything particularly novel or interesting. Though the current plan is a kind of ‘shoot for the moon’ proposal, including a massive green roof, a performance venue, hotel, office space and about eight times as much rentable retail space as the entirety of the Eaton’s Centre, I have a suspicion the end result (if it does indeed get built) won’t be quite as grandiose. Performance venue will become multiplex cinema, hotel will become luxury old folks home etc etc etc.

If Montreal’s retailers are having a tough time now, it likely won’t get any easier with this behemoth. Add an estimated 20,000 cars per day to the already congested intersection of highways 15 and 40 and the situation gets worse all around.

What I find truly unfortunate is that if this project gets the green light we’ll lose an important industrial zone in exchange for will likely be a retail white elephant. The TMR industrial zone is well situated, not only at the intersection of the aforementioned highways, but also within close proximity of both the Taschereau and Cote Saint Luc rail yards and the airport. The industrial zone further benefits from rail line spurs that in most cases go right up to the loading docks of the large industrial properties. Sure, our industrial economy isn’t doing great right now, but who knows what the future might hold? It’s not like we have an abundance of railway connected, airport adjacent industrial zoning… especially what with all the old industrial zones close to the city proper having been converted into loft condos.

Industrial jobs is where we need growth, not retail jobs.

In any event, the Carbonleo proposal is so big it’s hard to imagine it’s realistic. On top of 2.25 million square feet of retail space, they envision 1.4 million square feet of office space – roughly equivalent to Place Ville Marie. And then there’s a 3,000 seat performance venue…

I have my doubts. What’s also distressing is that the plan will require infrastructure to be re-designed (i.e. highway on and off ramps), not to mention a planned bridge to link De la Savanne Métro station with the mega project over the Decarie Expressway trench. There’s no mention on what Transport Quebec or the STM have to say about this, though I really don’t like the idea of any public money being used on a private venture I honestly don’t think has been thoroughly thought through. It seems to me that just about every shopping mall in the city proper is struggling, and the already existing shopping malls within proximity of the planned Royalmount project are all barely hanging on.

Just another reason why this city needs a more sophisticated master plan and why ‘One Island, One City’ ought to be seriously reconsidered. TMR can likely proceed on this project by itself, perhaps to Montreal’s detriment, and that’s everyone’s concern.
